This will be an approximate twelve-month follow-on modification to contract 688-0248-C-00-3042-00 awarded to JSI. To a large degree, the Mali Community Health and Population Services Project (CHPS) success to date are the result of the relationships established and nurtured by USAID and JSI with the Government of Republic of Mali (GRM) during the past four years. The GRM/Ministry of Health's (MOH) sector reform and strengthening has been on-going through a donor and intervention coordination mechanism attached to the MOH, of which JSI's assistance under CHPS is a major part. USAID intends to acquire the services using FAR Subpart 6.3. THIS IS NOT A SOLICITATION. IT IS AN ANNOUNCEMENT OF AN ANTICIPATED SOLE SOURCE FOLLOW-ON CONTRACT. NO SOLICITATION WILL BE ISSUED; COMPETITION IS NOT ANTICIPATED: USAID WILL NEGOTIATE WITH JSI ONLY, UNLESS THERE IS A REASON FOR THE USAID TO BELIEVE THAT JSI IS NOT ONLY THE AVAILABLE SOURCE FORTHIS WORK EFFORT. Interested firms have forty-five days from publication of this synopsis to submit in writing to the identified point of contact, their qualification/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competition basis. Responses received after forty-five days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by USAID to not compete this effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the USAID.
