originally published 12/20/96 as Solicitation Number DAAB07-97-R-0002;
was revised on 1/8/97 to DAAB07-97-R-0003; and is now changed to
DAAB07-98-R-0007. USAISEC-CECOM is soliciting offers for non- personal
research and development, training, and technical support services
that were provided under Contract DAEA32-93-D-0004. The resultant
Indefinite Delivery-Indefinite Quantity Cost contract shall be for a
period of one year with four option years. A Draft Solicitation is
anticipated to be available for review on or about April 3, 1998. The
Final Request for Proposal (FRFP) DAAB07-98-R-0007 is anticipated to be
released on or about April 24, 1998. Responses shall be in writing.
Telephonic responses shall not be honored. Access to the Draft
Solicitation and FRFP shall be via the CECOM Business Opportunity Page
[http://cissb.hqisec.army.mil] Hard copies will not be available.
Proposals must be received NLT 4 p.m. MST on June 1, 1998. A
pre-proposal conference shall be held on or aboutMay 12, 1998.
Reservations for the conference are required and must be received by
May 5, 1998. Please contact, Judy Childers, 520/533-0361,

are the attendee(s) responsibility. Questions for the pre-proposal
conference may be presented in advance via e-mail or facsimile to the
address/numbers above. Note 5: The proposed contract is a 100%
Historically Black Colleges and Universities (HBCUs) and Minority
Institutions (MIs) set aside as defined by the clause at 252.226-7000
of the Defense Federal Acquisition Regulation Supplement. Interested
HBCUs and MIs should provide the contracting office as early as
possible, but not later than 15 days after this notice, evidence of
their capability to perform the contract, and a positive statement of
their eligibility as an HBCU or MI. Offers from other than HBCUs and
