is a combined synopsis/solicitation for a commercially available
services prepared in accordance with the format in subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation to be issued,
quotations are being requested and a written solicitation will not be
issued. The request for quotation number for this announcement is
DAAC89-98-T-0130. This solicitation is a Firm Fixed Price contract and
is being issued on an unrestricted basis, utilizing SIC of 0782. The
contractor is to begin immediately after award but no later than 10
days after award date. A site visit will be held on 24 Mar 98 at 9:00
a.m. The contract period of performance will be for a one year period
with the options of 4 additional years, total contract performance if
options are exercised is 5 years. Wage determination No.94-2531,
Revision 10, dated 97 Jul 02, will apply to this quotation. The
contractor shall provide all necessary materials, personnel, equipment,
labor, supervision and facilities to perform all needed chemical
control service required to control vegetation at Deseret Chemical
Depot, Tooele, Utah. All work shall be performed in accordance with the
technical conditions, Document Number FS-K-8, dated 1/12/98. Specific
areas included in this contract are shown on drawings S21-2035 through
S21-2039, dated 12 Jan 98. The government may at any time during the
contract add/delete areas to the contract at the prices listed on the
contractors bid schedule. Vegetation generally encountered on Deseret
Chemical Depot includes clover, dandelion, white top mullein, sticky
week, rabbit brush, thistles, morning glory, tumble weed, kochia, and
bind weed. This listing of vegetation is not all inclusive and the
contract includes control of any other vegetation encounter in the
areas covered by the contract. The contractor shall be responsible for
accomplishing herbicide pest control service for all designed areas at
Deseret Chemical Depot. The contractor shall select the proper
herbicide that will ensure no floral growth of any type with the areas
receiving treatment for the contract period. The contractor shall
submit with his bid a description of his planned control methods
including any proposed chemical control methods with a listing of any
chemicals proposed for use. Eliminate vegetation along rail roads shall
be 90% bare ground and no vegetation higher than two inches. Eliminate
vegetation along the perimeter fence lines of CAMDS, TOCDF and Area
10, and in the Mustard Storage Area inside of Area 10: In these areas
there shall be 100% bare ground. Where vegetation grows and reaches a
height of two inches the contractor shall be responsible to remove
weeds from the areas. Eliminate vegetation along road shoulders,
vegetation along road shoulders, to include all areas except the rail
road, these areas shall be 80% bare ground and no vegetation higher
than two inches. Mow vegetation along road shoulders shall never exceed
six inches and mow vegetation along fence lines, shall never exceed a
foot in height. The contractor will have the option of using whatever
type of equipment he chooses. Contractor personnel shall be subject to
compliance in obtaining all necessary documentation and training to
obtain entry to restricted chemical and conventional ammunition work
sites in performance of this contract, at the expense of the
contractor. The contractor will be required to provide enough equipment
and laborers to mow all the specified acreage in a one month time
period. The contractor shall provide a price per acre for each line
item listed and a price per acre for each option year line item listed.
Clins: 0001AA, Mow vegetation along road shoulders, estimated 40 acres;
0001AB, Mow vegetation along fence lines, and in open areas, estimated
970 acres; 0001AC, Eliminate vegetation along road shoulders, around
buildings/structures, and in open areas of the Depot, estimated 65
acres; 0001AD Eliminate vegetation along the railroads, estimated 20
acres and 0001AE Eleiminate vegetation along perimeter fence lines of
CAMDS, TOCDF and Area 10, and in the mustard Storage Area inside Area
10, estimated 120 acres. The clins for each option year will be
identical to the CLINs for the base year except numbering will be
changed accordingly. The contractor is required to bid on all or none.
The quantities listed in the bid schedule are estimated only and does
not constitute a minimum maximum quantity for these items. The
quantities listed are estimates used to evaluate the bids for this
contract. If the government's requirements for these items set forth in
the bid schedule do not result in orders in the amount described
estimates, the event shall not constitute the basis for an equitable
price adjustment. With the weather conditions improving and in order to
have the herbicide applied to begin working properly the date for
receipt of offers is 27 March 1998 -- 12:30 p.m. Offers can be mailed,
