paula.b.compton@dos.us-state.gov. This is a pre-solicitation notice to
identify additional interested sources for the forthcoming
solicitation. The Department of State (DoS), Bureau of Diplomatic
Security, Office of Domestic Operations, intends to issue a
solicitation to purchase armed uniformed guard services. This
pre-solicitation notice will be followed by a formal solicitation
entitled Requests for Proposals (RFP) to be issued in June 1998. The
contractor will be required to provide a safe environment for all DOS
personnel and to protect property and information located at all DoS
facilities within the United States and its territories. At a minimum,
the contracted security force must provide security guard services in
Washington, D.C., Virginia, Maryland, New York, New Hampshire, South
Carolina, Florida, Massachusetts, Illinois, Hawaii, Texas,
Pennsylvania, Washington, Louisiana and Connecticut. On an ad hoc
basis, protective services are also provided at other domestic
locations. The security forces serve as a 24-hour deterrent and respond
to unauthorized, illegal, or potentially life threatening activities,
e.g., terrorist attacks, assassination attempts, thefts of classified
materials, unlawful destruction of public properties, and violations of
other Federal and State criminal statutes. The contractor will be
required to recruit, train, and manage security personnel consisting of
service and executive employees as defined by the Service Contract Act.
The period of performance shall be twelve (12) months for the basic
contract and four (4) twelve (12) month option periods. Any
organization believing they have the capability to fulfill the
requirements specified in this notice is requested to send a notice of
interest to the Contracting Officer at the following E-Mail address:
paula.b.compton@dos.us-state.gov. The notice of interest shall include
a telephone number, fax number, point of contact and complete
organization address. There will be no pre-solicitation conference. The
forthcoming RFP is expected to be issued in June 1998 via the Internet;
no hard copies will be issued. Further written instructions will be
provided to interested parties prior to issuance of the official RFP.
This requirement will be advertised in the CBD for 15 days before
