Caddell, Contracting Officer 301-443-0719 The Center for Mental Health Services, Substance Abuse and Mental Health Services Administration (CMHS/SAMHSA), intends to solicit this procurement on a sole source basis from the American Nurses Foundation, Inc., the research and education arm of the American Nursing Association and the only known responsible source, in accordance with FAR 6.302-1. Psychiatric and mental health nurses nationwide must continue to receive comprehensive education and training in the direct care of and support for people affected by and living with HIV/AIDS. The objectives will be to (1) Update and expand current curriculum modules that incorporate the current state-of-the art advances in the treatment of patients with HIV/AIDS into an updated educational program for psychiatric/mental health nurses. (2) Develop a training program that will facilitate participation and use by the largest number of psychiatric/mental health nurses who provide services to people affected by HIV/AIDS. (3 )Develop alternative delivery modes, primarily in the form of distance learning, to enable their educational programs more widely available and accessible. CMHS plans a three-year cost reimbursement type contract. The estimated date for issuance of this Request for Proposal (RFP) is 4/9/98 with the response due thirty days later. This synopsis of intent to award a sole source contract is not a request for competitive proposals; however, interested parties may obtain the RFP for this procurement in two ways: electronically, by downloading a file from the SAMHSA Web Site at http://www.samhsa.gov or by mail.
