will issue Invitation for Bids for the construction of ADAL KC-135
FLIGHT SIMULATOR, GRAND FORKS AFB, NORTH DAKOTA. Bids will be opened on
or about 14 May 1998. This solicitation is unrestricted and open to
both large and small business participation. Prospective bidders will
be given a conducted tour of the construction site on 28 April 1998 at
10:00 a.m.. Contractors interested in inspecting the site of the
proposed work should contact the Grand Forks Resident Engineer, U.S.
Army Corps of Engineers, P.O. Box 247, Emerado, ND 58228, Telephone:
(701) 594-5016/5575 or FAX (701) 594-5526. Meeting place for the
conducted tour will be 7th & Holzapple, Bldg. 214, Grand Forks AFB, ND
58205. The work will include the following: (Approx. quantities)
ADDITION AND ALTERATION TO THE EXISTING FLIGHT SIMULATOR BUILDING
includes: New 50-foot by 50-foot Flight Simulator Bay Addition (50 feet
high) and Hydraulic Room; exterior walls of steel framing with metal
studs and covered with exterior insulation finish system (EIFS) for
addition and exterior walls covered with EIFS for existing building;
interior walls of steel studs covered with Gypsum wallboard and
concrete masonry wall in Hydraulic and Mechanical rooms; standing seam
metal roof supported by steel joist, metal decking, rigid insulation
and purlins for addition; standing seam metal roofing on metal decking
over existing built-up roof; new floors are concrete slab-on-grade;
mechanical modifications and additions to facility's various chilled
water systems, hot water system, domestic cold water system, and the
waste drainage system to accommodate new building addition; removal of
existing halon system, provide new detection and fire sprinkler
system; removal of the existing simulator roof and ceiling and
extending the walls to allow the ceiling mounting at 50 foot above the
finish floor to accommodate new full motion flight simulators; new
computer room flooring; a new window; extension of existing crane rails
and conductors to end of new addition; electrical wiring and lighting;
new exit signs; asbestos removal (floor tile, ceiling tile, roofing
and fireproofing); lead base paint removal for any painted structural
steel or torch cutting of any painted metal. SITE WORK includes:
crushed rock access drive and maneuvering area; seeding, sodding,
trees, shrubs and landscape rock mulch; removal and replacement of
concrete sidewalks. The estimated construction cost of this project is
between $1,000,000 and $2,500,000. Contractor's Quality Control will
be a requirement in this contract. Large business concerns submitting
bids for services exceeding $500,000 or for construction exceeding
$1,000,000, shall comply with Federal Acquisition Regulation 52.219-9
regarding the requirement for a subcontracting plan. The U.S. Army
Corps of Engineers considers the following goals reasonable and
achievable for fiscal year 1998: (a) Small Business: 61.2% of planned
subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of
planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of
planned subcontracting dollars. The Contractor will be required to
commence work within 10 days after notice to proceed and complete the
work 360 calendar days after receipt of Notice to Proceed. Provisions
will be included for liquidated damages in case of failure to complete
the work in the time allowed. Performance and payment bonds will be
required. The plans and specifications are available on Compact Disk
(CD-ROM) and will be provided free of charge. It has been determined
that the number of Compact Disks be limited to one (1) per firm. Plans
and Specifications will not be provided in a printed hard copy format.
