This notice is a combined solicitation/RFQ for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The purpose of this procurement is to provide new to the Government, one(1) fully operational, diesel driven, trailered, 5000 GPM pump in accordance with the following listed specification, paragraphs 1 through 5.1: NASA AMES RESEARCH CENTER PLANT ENGINEERING BRANCH SPECIFICATION (MICHAEL J. MCINTYRE) 1. SCOPE: 1.1 Title: Emergency Dewatering Pump: Provide 1.2 Location of Work: NASA Ames Research Center 2. REFERENCES: a. None 3. REQUIREMENTS: 3.1 Provide One (1) each, new trailer mounted, non-clog, trash type, emergency pump with the following listed features: Pump -- 5000 Gallons Per Minute Pump with 120 Ft. head @ 100 Psi. discharge and automatic vacuum priming, capable of pumping fresh or brackish water. Pump shall: (i) have conical mechanical seals. (ii) be equipped with 10-inch Suction and 8-inch discharge and Cam Lock type connectors. (iii)have 3 1/2-inch discharge and suction gauges/indicators. (iv) have a Diesel engine drive, 200 to 220 H. P. @ 1,800 R.P.M. with electric start and battery kit. Engine shall have all necessary gauges and thermometers for oil and temperature readings and shall have a PTO clutch with Dodge Coupler. It shall be an open power unit configuration Trailer -- shall be equipped with surge brakes, Military/Pintle type hitch, 24 run-hour built-in fuel cell with fuel gauge, lifting lugs,sufficient suspension and tires, full electrical/lighting, and shall be 100 percent California Highway legal. Trailer shall have: (i) Three (3) each 12 foot, 10-inch suction hoses with Cam Lock type connectors. (ii) Two (2) each suction strainers for suction hoses with Cam Lock type connectors. (iii)Four (4) each 25 foot, 8-inch discharge hoses with Cam Lock type connectors. 3.2 Contractor shall clean, prepare, prime and paint the new trailer, pump, engine, and associated components as follows: Trailer: NASA blue Pump, engine, and associated components: NASA white 3.3 Contractor shall provide to the government two (2) each new, complete and full instruction/maintenance manuals upon delivery of the above unit. 3.4 Contractor shall provide two (2) hours of operational training in the function and use of the above listed engine and pump assembly. Training shall be within (1)week of delivery at a time and place mutually agreed upon between the contractor and the government. 3.5 Government desires that the pump, engine assembly, and associated components have a minimum warranty of one(1) year on replacements parts and labor. 4. NOTES: 4.1 NONE 5. GOVERNMENT FURNISHED MATERIAL (GFM): 5.1 NONE. The provisions and clauses in the RFQ are those in effect through FAC 97-04. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are 3561 and 500 employees, respectively. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Ames Research Center (ARC) is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact, by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters shall use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a quotation. (follow instructions) Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act - -- Supplies," the quoter shall so state and shall list the country of origin.
