R -- DCS LONG RANGE MASTER SPACE PLAN SOL RFQ-NCI-80110-NV DUE 041698 POC Debbie Moore, Purchasing Agent 301/402-4509, Todd Cole, Contracting Officer 301/402-4509 The National Cancer Institute (NCI) intends to procure support services for implementing a large scale reorganization plan for the Clinical Center space from Zimmer-Gunsul-Frasca Partnership, 7920 Norfolk Avenue, Suite 600, Bethesda, MD 20814. Since reorganization and program growth have generated a critical need to reorder the use of clinical, laboratory, animal and administrative space, expertise in guiding and planning the space restructuring is essential. Likewise, because 70% of the Division of Clinical Sciences' laboratories are located in Building 10 on the NIH campus, reorganization and reallocation of space shall occur in an effective and timely manner to prevent programmatic delays. The Contractor shall be thoroughly familiar with the NIH Master Plan and its development, the design of the new Clinical Research Center, and the Master Plan of the existing building. The Contractor shall provide guidance on relocation of laboratory space and renovations needed to achieve logical groupings of complimentary functions; therefore, the Contractor shall have in-depth knowledge of differing environmental, electrical, and safety requirements for general laboratories, specialized laboratories, animal facilities (including relocation of primates and rodents), patient care space, and administrative space to successfully perform under this project. Particular attention to the occupants and purpose of the space shall also be considered. It is essential that the Contractor have experience with government regulations, NIH policies and procedures, and a familiarity with the NIH accounting structure in order to provide the required planning and guidance. This notice is a combined synopsis/solicitation and NCI does not intend to issue a separate solicitation. This solicitation, RFQ-NCI-80110-NV, is set-aside for small business with a Standard Industrial Classification Code of 8741. Zimmer-Gunsul-Frasca Partnership is the only source known to NCI that can meet these requirements. However, if any interested party believes it can meet all of these requirements, it may submit a capability statement to Debbie Moore, 6120 Executive Boulevard, Rockville, MD 20892-7227 by no later than April 16, 1998, 2:00 PM EST. Information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
