for International Development (USAID), Bureau for Humanitarian Response
(BHR),Office of Foreign Disaster Assistance (OFDA) invites eligible
organizations whose applications meet BHR/OFDA objectives stated in the
Request For Application (RFA) to respond to this Solicitation.
Qualified Applicants must be eligible to receive USAID financial
assistance. USAID intends to award a single Cooperative Agreement as a
result of the RFA. OFDA is seeking applications for a single three to
five year Cooperative Agreement from an organization for funding a
program to take a successful training course developed and piloted
under a previous USAID/OFDA Cooperative Agreement to manage, market,
refine and replicate the course into an ongoing field-oriented complex
health emergencies training program. This new activity furthers the
program as the awardee is expected to develop a cost-recovery system
which ensures that the course becomes self-sustaining by the end of the
Agreement term. Pursuant to 22 CFR 226.81, it is USAID policy not to
award profit or fee under assistance instruments. However, all
reasonable, allocable, and allowable expenses, both direct and
indirect, which are related to the Grant (the term "grant" when used in
the RFA shall be taken to mean Cooperative Agreement) program and are
in accordance with applicable cost standards (22 CFR 226, OMB Circular
A-122 for non-profit organization, OMB Circular A-21 for universities,
and the Federal Acquisition Regulation (FAR) Part 31 for-profit
organizations), may be paid under the award. Subject to the
availability of funds, USAID intends to provide $750,000 in total USAID
funding to be allocated over a three to five year period. The RFA text
(Solicitation) contains all essential and relevant information (e.g.,
the USAID Program goals and evaluation criteria to be used in the
