First Article: 5 IFHs and 1 shipping container; initial production of 495 production units and 55 shipping containers. Three priced options are anticipated, consisting of: Option I- 504 IFHs and 56 containers, exercisable within 1 year of contract award; Option 2 for 756 IFHs and 84 containers, exercisable within 2 years of contract award; and Option 3 for 504 IFHs and 56 containers, exercisable within 2 years of contract award (either Option 2 or 3 will be exercised, if any- not both). Delivery of First Article Units due 180 days after award; production unit deliveries are required at a rate of 108 IFHs and 12 containers per month, beginning 240 days after award. Procurement is a follow-on to N66604-94-C-C196 and N66604-94-C-C197, with the exception that a tin-plated lead tape inner member is now required. Expertise in braiding high-strength metal spring wire is essential. Required testing includes: axial pull; housing/spindle assembly rotation; bend; flexibility; ultimate tensile strength. Technical evaluation criteria consists of a Production Plan, a Quality Plan, and past performance. Contract type is firm fixed price. A single award is planned. Release of the drawing package to any foreign-owned company may be restricted- any such companies are advised to submit a request for the RFP as soon as possible.
