The U.S. Army Tank-automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC) has a requirement to identify, via this market survey, potential sources for an off-the-shelf weapon flashlight mount. The mount will permit attachment of flashlights with diameters between 17.5mm and 19.5mm -- these minimum diameters are required. However, diameters up to and including 26mm are desired, but not required. The flashlights will be mounted to the M4 and M5 Adapter Rails currently used on the M4 Carbine (Modular Weapon System) and the M16A4. The cross-sectional/dimensional requirements of the adapter rails are provided in MIL-STD-1913, which can be obtained from Standardization Documents Order Desk, Bldg 4D, Customer Service, 700 Robbins Ave, Philadelphia, PA 19111-5094, Telephone: (215) 697-2667/2179, or visit the DODSSPs website at: http://www.dodssp.daps.mil/. The flashlights to be utilized with the mount include the rear push button flashlight (NSN: 6230-01-408-8597), the lightweight flashlight (NSN: 6230-01-353-4468), and the standard "AA" flashlight (NSN: 6230-01-259-4495). The government has a particular interest in mounts that permit the flashlights to be attached to the weapon in a manner that does not interfere with sighting or operation of the weapon, or interference with other attached accessories. The flashlight shall remain attached to the weapon during normal use by soldiers. When mounted to the bracket, the flashlight beam should remain generally centered on the point of impact. The flashlight mount shall be able to be attached to the Modular Weapon System Adapter Rail of the M4 Carbine and M16A4 rifles without the use of tools, and it shall allow for the attachment and detachment of the flashlight while the mount remains affixed to the weapon. However, brackets without a quick attachment/ detachment feature are also of interest. The government is interested in flashlight mounts that meet the definition of "commercial item," as stated in Part 2.101(a) of the Federal Acquisition Regulation (FAR). Please be advised that this is not a request for the submission of offers or proposals; no contract award will be made as a result of this notice. Interested parties are highly encouraged to provide item descriptions, catalogues and brochures. Responses shall include information relative to price, a description of the firms manufacturing and support capabilities, and provide a point of contact for questions. If practical, written responses to this notice may be submitted using electronic methods, such as E-Mail. The U.S. Army TACOM-ARDEC desires that a single sample mount be provided for evaluation. However, the submission of samples will be at no cost to the government. It is the intention of the government to retain any submitted samples, however they will be returned if requested.
