The U.S. Postal Service is soliciting written expressions of interest
from design-build firms desiring to be placed on a prequalfied
contractors list for the design and construction of the new San
Francisco, CA. Steiner Station. This facility is a two-level structure
of approximately 24,000 square feet on a site of approximately 22,000
square feet, and is categorized as a combined carrier annex and retail
facility, or a "station". No fixed mechanization is included in this
project. The estimated design and construction cost range will not
exceed $7,500,000. The project will have a design and construction
duration of approximately 14 months. Design-build firms interested in
being considered for placement on the prequalified list must submit
prequalification information, including SF's 254 and 255, following a
USPS-furnished prequalification package format. These Prequalification
Statement packages can be obtained at no charge at the above address.

Primary factors that will be evaluated by the contracting officer's
staff are: 1) Experience in design-build projects of a similar type and
size, 2) References of previous clients on current and past
design-build projects of similar type and size, 3) Adequacy of
financial resources including bonding capacity; 4) Current workload in
relation to company resources, 5) Demonstrated architectural and
engineering capability in designing facilities of this type and size,
and 6) Project management capabilities including staffing. Secondary
factors that will be evaluated include: 1) Safety program, and 2)
Company organization. Firms submitting completed prequalification
packages are encouraged to limit attachments to no more than 5 sheets
addressing each of the above nine primary and secondary evaluation
factors (45 pages total for attachments) including photographs of
completed projects demonstrating applicable experience, and to provide
labeled tabs for attachments. No fewer than three of the most
highlyqualified design-build firms will be placed on the prequalified
list. The lists will remain effective for one year. The Postal Service
reserves the right to delete from the prequalified list any
design-build firm that is no longer deemed to be responsible or
responsive, or is otherwise ineligible. In the event the number of
prequalified design-build firms is not sufficient to ensure adequate
competition, the Postal Service reserves the right to prequalify
additional design-build firms at any time within the one year term of
this prequalification following submittal of the above mentioned
prequalification statement and evaluation by the Contracting Officer's
staff. The separate design-build solicitation will request a fixed
price proposal. Awards of the design-build contract will be made to the
firm offering the best value to the Postal Service within the available
funding in accordance with the evaluation criteria stated in the
design-build solicitation for the project. The successful offeror may
be awarded a 30% design contract with USPS options to 1) award the
completion of design and 2) award construction of the facility. The
Postal Service will exercise these options contingent upon USPS
approval of project funding. Prequalification submittals will not be
returned. Firms are encouraged to send submittals via U.S. Postal
