Architect-Engineering Services for a firm fixed price contract is
required. The requirement consists of providing Title II
Architect-Engineering Services for final design plan review,
construction inspection and technical surveillance services for a
420-unit privatized family housing development project at Lackland AFB
in San Antonio, TX. The privatization project will be designed and
constructed in compliance with the City of San Antonio residential
building codes and supplemental codes; Uniform Building Code (UBC)-
Group "R", Council of American Building Officials (CABO) one and two
Family Dwelling Code, Model Energy Codes, National Electric Code and
Unified Development Codes. The scope of work for Title II
Architect-Engineering Services includes, but is not limited to the
following: provide architectural and engineering expertise for code
compliance design reviews (plans and specifications), construction
inspections in accordance with City of San Antonio procedures for
residential code compliance certification of the 420 units, field
oversight for construction compliance with plans and specification,
review of privatization contractors (hereinafter referred to as
"Lessee") design submittals, and analyzing/documenting construction
progress. The successful firm will also be responsible for daily
construction reporting and coordination with government officials. The
project is located on two independent sites at Lackland AFB known as
the Capehart Expansion site and the South Wherry Replacement site. The
Capehart expansion is located on approximately 77 acres of undeveloped
land; eleven of these acres are located in the 100 year flood plain.
The South Wherry site encompasses 30 acres and requires abatement of
lead based paint and asbestos containing materials subsequent to the
demolition of 272 existing multi-family housing units to make way for
new construction. The type of contract contemplated for the Title II
Architecture & Engineering Services contract is a negotiated firm-fixed
price contract for basic design review covering 120 days and
construction inspection covering 24 months. The contract will include
negotiated prices for additional line items included in the schedule to
extend services up to an estimated 4 month period, as required. This
acquisition is unrestricted. Small business concerns and small
disadvantaged business concerns are encouraged to respond to this
announcement. Prior to the award of a contract, the selected firm, if
not a small business concern, shall be required to present an
acceptable small business, small disadvantage business, and women-owned
small business subcontracting plan. Contractors, who are providing
professional services of an architectural or engineering nature for the
design or construction of the Military Family Housing Privatization
Initiative at Lackland AFB, may have a potential conflict of interest
in responding to this synopsis. Therefore, all contractors, contractor
employees, and subcontractors who have/or are providing services of
this nature are requested to: a. Conduct an internal conflict of
interest check and certify that no conflict of interest exists with
their firm that would prevent a submission of qualifications under this
synopsis. b. Promptly provide any further information requested by the
contracting officer. c. No contract for Title II Services shall be
awarded to a contractor, or its subsidiaries, affiliates or
subcontractors who have or will provide professional services of an
architectural or engineering nature for the Military Housing
Privatization Initiative at Lackland AFB. d. Contractor's signature on
its proposed submission will serve as the certification required in
paragraph a above. Selection will be based upon the following
evaluation factors in descending order of importance: 1. Specialized
inspection experience in large-scale residential housing developments
utilizing the City of San Antonio residential building codes and all
applicable National and Uniform Building Codes; specialized experience
in lead based paint (LBP)and asbestos containing material (ACM)
abatement in compliance with all applicable Federal, State and Local
laws, rules and regulations. Individuals shall have a minimum of 7
years experience in general construction with at least 4 of these years
in residential construction, and at least 2 of these years of
familiarity with City of San Antonio construction inspection
procedures, and a minimum of 2 of these years of familiarity with LBP
and ACM abatement procedures. 2. Specialized experience in design,
management of lead based paint and asbestos containing material
abatement, construction management, construction scheduling, and
scheduling software programs for large scale residential housing
developments. 3. Professional qualifications including education, Texas
licensing, specialized training and certifications necessary for the
design submittal review and construction inspection of residential
housing developments similar in scope to the size of the Lackland
project. Individuals shall have a minimum education level of a
bachelor's degree in engineering, architecture or construction
management for design review and management phase; and a minimum of
specialized training and certifications for construction inspection.
Individuals shall also possess professional Texas registrations and
licenses in their discipline as applicable. 4. Capacity: Shall have
sufficient qualified and experienced personnel to accomplish the work
within anticipated schedules. 5. Past performance on projects of
similar type and scope in the areas of design, construction inspection
and construction management. Location in the general geographical area
of project. Only those firms demonstrating expertise and past
experience with large-scale residential housing developments in design,
lead based paint and asbestos abatement, inspection, management,
scheduling, and familiarity with City of San Antonio construction
permitting and inspection procedures will be considered for selection.
Firms desiring consideration shall submit appropriate data on a
Standard Form 254 and 255 as described in Numbered Note 24 no later
than 4:30 p.m. CST on 27 Apr 98 to the address noted below. Firms must
indicate the number and dollar amount of current and prior three years
(1994 thru current) of Department of Defense (DOD) A-E awards listed by
fiscal year (01 Oct thru 30 Sep). Firms who do not have prior DOD
contracts will not be penalized. If joint venture, a response shall
include appropriate information for each firm in the joint venture.
This is not a Request for Proposal. No other general notification to
firms under consideration for this contract will be made and no further
