COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
SOLICITATION NO. IA2105-S8234782 IS ISSUED AS A REQUEST FOR PROPOSAL
(RFP) AND A CONTRACT WILL BE AWARDED USING THE CONTRACTING BY
NEGOTIATION PROCEDURES. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-03. The Standard Industrial Classification is 4899.
The U.S. Information Agency, Office of Cuba Broadcasting (OCB) has an
immediate requirement, subject to the availability of funding, for two
(2) fiber optic circuits to its offices located in Miami, Florida.
Contractor shall provide broadcast quality video switching facilities
and subsequent switching services capable of obtaining an alternate
route to Washington, DC using the most cost-effective means. Contractor
shall provide, at a minimum, access to video providers/services such as
Telemundo, AT&T, VYVX, TeleNoticias and HERO. Further, the Contractor
shall provide two (2) fiber optic circuits (one transmit and one
receive) with appropriate terminating equipment at each end to/from
OCB's facilities located at 4201 NW 77th Ave., Miami, Florida. The
anticipated term of this contract is from date of contract award
through September 30, 1998 with three (3)yearly options. The provision
at FAR 52.212-1, Instruction to Offerors -- Commercial Items and FAR
Provision 52.212-2, Evaluation of Commercial Items applicable to this
acquisition. The following clauses apply to this acquisition: FAR
52.212-4, Contract Terms and Conditions -- Commercial Items; FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, including subparagraphs
(b)(3,6,7,8 and 9); and FAR 52.232-18, Availability of Funds. The
Government will award a contract resulting from this RFP to the
responsible offeror whose offer conforming to the RFP will be most
advantageous to the Government, based on price, past performance and
other factors. NOTE: Offerors are advised that before any proposal is
evaluated a determination of responsiveness will be made of their offer
with respect to the following criteria: 1. The offeror shall have a
minimum of five (5) years experience in the management of Broadcast
Production facilities and services. 2. The offeror shall demonstrate
that the switching facilities being provided shall have been in
full-time commercial service for a period of at least two (2) years
prior to the date of this requirement. 3. The offeror shall demonstrate
that it has previously and successfully delivered similar circuits and
services. 4. The offeror shall provide a narrative explaining its
approach to meeting the specifications of this requirement, including
an estimated time schedule for completion. Offerors responding to this
solicitation in addition to the above shall submit the following items
to the contracting office: 1. Price through September 30, 1998,
including options. 2. A completed copy of the provisions at FAR
52.212-3, Offer Representatives and Certifications -- Commercial Items.
Proposals must also include prompt payment terms and correct remittance
address if different from mailing address. Failure to provide any of
the above items may result in the rejection of your proposal. A company
not in possession of the above referenced clauses in full text, may
contact the contracting office for a copy of the clauses which will be
faxed to you. Proposals shall be in writing and must be signed by an
official authorized to bind your organization. Oral or faxed proposals
will not be accepted. Written proposals are due at the U.S.
Information Agency, Office of Contracts, 301 4th Street, SW., Room
M-22, Washington, DC 20547 on April 10, 1998 at 11:00 A.M., Eastern
Time. All responsible sources may submit an offer for consideration.
