Notice of Contract Action (NOCA). The Government intends to increase
the ceiling of the Automated Message Handling System (AMHS) Contract
F19628-90-D-0029 with the McDonnell Douglas Corporation, a wholly owned
subsidiary of the Boeing Corporation, of Fairfax, VA by a total of $8
million. The proposed contract action is for services for which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302-1 entitled "Only one responsible source and no
other supplies or services will satisfy agency requirements".
Authorization to do so is contained under 10 U.S.C. 2304(c)(1). This
notice of intent is not a request for competitive proposals, but rather
a notice of a contract ceiling increase to provide continued coverage
and completion of deployments of AMHS for DoD intelligence users and
software maintenance support. The current contract ordering period
expires 30 September 1999 and the period of performance expires 30
September 2000. This ceiling increase is deemed necessary as the
original implementation dates for the Automated Digital Network
(AUTODIN) follow-on have now slipped. Therefore the current AMHS
functionality must continue to maintain continuity of vital message
handling services supporting national-level intelligence requirements
until the AMHS can be integrated with the AUTODIN follow-on. The
Government has determined that a new competitive solicitation for the
AMHS ceiling increase would incur substantial duplication of costs in
relation to technical and configuration knowledge of the AMHS which
would not be recovered through competition as well as the loss of
critical uninterrupted software maintenance. Award of the contract
ceiling increase will be made in 4QTR FY98. Despite the Air Force=C6s
intent to solicit only the McDonnell Douglas Corporation, a wholly
owned subsidiary of the Boeing Corporation, any firms that believe they
can meet the above AMHS requirements may identify their interest and
capability by responding to either of the phone numbers listed above or
writing to the POCs at ESC/IYK 50 Griffiss St, Hanscom AFB, MA
01731-1625 within (15) days of the notice. Responses to this synopsis
shall be limited to 10 pages no less than 10 pitch type, double spaced
and one inch margins. Additional information may be obtained from the
POC/ Contracting Officer listed above. All qualified sources will be
