synopsis/solicitation prepared in accordance with Federal Acquisition
Regulation Subpart 12.6 for commercial items as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. This solicitation is issued
as a Request for Quotation (RFQ) using solicitation number
F0561198T1019. All responsible small business sources may submit a
quote. Requirement is to overhaul five each trailer mounted oil fired
Scotch Marine design tube boilers and restore to a highly serviceable
like new condition. Contractor is to furnish all new parts, labor,
facilities and transportation necessary to inspect, repair, and service
the five boilers which operate at 100 PSIG and circulate medium
temperature hot water at 335 Deg F. Two each boilers manufactured by
Cleaver Brooks, (1) 200 BHP, (1) 100 BHP. One each manufactured by
Cyclotherm, (1) 200 BHP. Two each manufacturedby Continental, (1) 150
BHP, (1) 100 BHP. Service and repairs shall include :(1) clean fire
sides of boilers; flush and clean water sides; (2) hydrostatic test
tubes for leaks; roll leaking tubes, if found; replace non repairable
tubes; (3) replace any damaged refractory; (4) replace any missing or
weak studs for boiler doors and access panels; (5) replace boiler
piping, water columns and gauges; (6) refurbish all burner and
electrode, nozzle assemblies to like new condition; (7) replace burner
motors and ignition transformers; (8) replace oil control valves; (9)
Install "Fireye" E110 Flame Monitors on all boilers; (10) replace all
boiler control wiring; wiring will be color coded, and wiring
schematics will be provided for each boiler; (11) Replace relays,
modulating damper motors, temperature controllers, pressure controls,
switches, and miscellaneous valves, air pumps, motor starters, circuit
breakers, if signs of excessive wear, overheating or improper
operation is evident; (12) replace five each medium temperature hot
water circulating pumps and motors with pumps meeting the same GPM,
head and temperature requirements as the exisiting circulating pumps;
(13) replace five each make-up water pumps along with proper piping,
shut off and check valves; (14) replace five each boiler oil pumps and
install fuel filters to protect oil burner nozzles; (15) repipe oil
system as required for new pumps and insure no oil leaks exist; (16)
certify boiler safety valves; (17) perform a type "B" inspection; (18)
adjust firing for an efficient clear stack operation throughout the
boiler operating load ranges; (19) perform type "C" inspection; (20)
test fire boilers under load, at operating temperature and pressure for
a minimum of four hours; (21). Contractor will be responsible for
piping each of the repaired boilers into a boiler in Heating Plant #1,
which will be used as a heat sink during boiler testing. This work is
to prepare the trailer mounted boilers for direct support of Project
#980034C, "Replace Valves Heating Plant #1." They will provide heat to
critical areas of the USAF Academy while Heating Plant #1 is down for
the project; (22) Contractor will obtain approval from the Heating
Plant Supervisor for replacement of major components having a dollar
value over $500 each. Work will be accomplished at building 2560,
Heating Plant #1, USAF Academy, CO and must be completed by 1 June 98.

Classification Code is 7699 and the business size standard is $5

Statues or Executive Orders Applicable to Defense Acquisitions of

Free Trade Agreement Implementation Act (Alt I); 52.212-1, Instructions
to Offerors-Commercial: Vendors are STRONGLY encouraged to use the
Standard Form 1449 as the first page of their offer/quote/bid and
completely provide the requested data for all blocks. If you chose NOT
to use the Standard Form 1449, you are cautioned to complete and
provide with your written offer/quote/bid all data requested by FAR
52.212-1. Failure to do so may render your offer/quote/bid as
non-responsive and may eliminate you from consideration for award;
52.212-2, Evaluation-Commercial Items: Offerors shall be evaluated in
accordance with the following criteria, which are listed in decending
order of importance: (1) Technical Capability, (2) Past Performance,
and (3) Price. Technical capability of the offeror shall be evaluated
to determine if he has successfully completed work of similar scope and
possesses personnel qualified to conduct necessary overhaul and
inspections. Past performance will be evaluated to ensure satisfactory
business practices and timely performance. Price will be evaluated to
determine its fair and reasonableness as it relates to the services
and replacement items offered; 52.212-3, Offeror Representation and
