(202) 205-5414 This is a revision to a previous notice on the same
requirement (W-020 SN159684), dated January 22, 1998. The U.S.
Information Agency, Bureau of Educational and Cultural Affairs, Office
of Policy and Evaluation (E/Z), has an immediate requirement, subject
to availability of funding, for a contractor to provide expert advice
on survey design, development, methodology and sampling techniques.
Contractor shall work closely with USIA representatives located in
Washington, DC. Contractor shall be responsible for data collection of
survey questionnaires, analysis of responses to questionnaires, a
draft and final report of survey results and a Executive Summary.
Contractor also shall provide expert advice on policy formulation.
Contractor shall have demonstrated ability and experience in survey
evaluation and techniques. The anticipated contract performance period
will be two (2) years. However, due to the nature of this requirement,
the work will be accomplished and invoiced in phases. NOTE: Offerors
are advised that this requirement may cover an anticipated two (2) year
period divided into phases for payment purposes as the work may not be
continuous in nature. Delivery terms and point will be Washington, DC
with occasional travel outside the metropolitan area. The Agency
intends to issue a commercial acquisition (Request for Proposal (RFP))
type solicitation for this negotiated firm-fixed price (FFP)
procurement on March 30, 1998 with a proposal response date of April
20, 1998. Qualified firms who did not respond to the initial notice may
request copy of the RFP by submitting a written or facsimile request
(FAX NO. 202-205-5466) to the Contracting Officer at the address listed
above. All interested firms will be given copy of questions and answers
that were generated from firms who responded to the initial notice. All
new questions regarding this proposed solicitation must be submitted by
fax or letter to the contact listed above within ten (10) days after
the issue date of the pending RFP. All responsible sources may submit
a proposal in response to the forthcoming solicitation document, and
all proposals shall be considered by the Agency. This notice is not a
