robert.macdonald@usace.army.mil. Firm fixed-price contract for the
performance of aerial surveys to obtain digital elevation data along
the coast of New Hampshire. This announcement is open to all businesses
regardless of size. The firm will be responsible for production of
digital elevation data for the New Hamsphire coastal area. Data is
required from the water line up to the 20-foot contour. The data must
be delivered in ASCII files in the Arc/Info point and line-generate
format. The data must be of sufficient accuracy to produce 5-foot
contours meeting the ASPRS Class 1 accuracy standard. All horizontal
ground control shall be to an accuracy of FGCS Second Order Class II or
better, tied to the NAD83/96 horizontal datum. The horizontal units
shall be feet. All vertical control shall be to an accuracy of FGCS
Third Order or bettr, tied to the NGVD 1929 vertical datum. Vertical
elevation units shall be feet. General Selection Criteria are given in
Note 24. Specialized Selection Criteria for this contract, in
descending order of importance, are: a. Contractor's demonstrated
experience in producing digital elevation data in the required format
to the required degree of accuracy; b. If the contractor proposes to
fly the study area to obtain the elevation data for this contract, the
contractor must demonstrate the ability to do so this Spring while
there is a minimum of vegetation, and not later than May 16, 1998; c.
If the contractor proposes to produce the data from existing sources,
the study area must have been flown after November 1, 1993. In
addition, the study area must have been flown at a time when vegetation
and snow cover were at a minimum, so that vegetation and snow cover did
not reduce the accuracy of the elevation data; d. Contractor's capacity
to perform all work, exclusive of aerial flights and ground control,
in-house; e. The development of all digital elevation data must be
performed under the direct supervision of a Certified Photogrammetrist;
f. The contractor must demonstrate the ability to deliver, in final
form, the required elevation data not later than 15 July 1998.
SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capabilities to perform this
work must submit two copies of Standard Form (SF) 255 (11/92 Edition)
and two copies of SF 254 (11/92 Edition) to the above address not
later than the close of business on the 30th day after the date of this
announcement. Two copies of SF 254 are also required for each proposed
consultant. (It should be noted that SF255s are not required from
proposed consultants). If the 30th day is a Saturday, Sunday, or
Federal holiday, the deadline is the close of business the next
business day. Include ACASS number in Section 3 of the SF255. Call the
ACASS Center at 503-808-4591 to obtain a number. In section 10 of the
SF255, describe the firm's overall design quality management plan,
including management approach, coordination of disciplines and
subcontractors, and quality control procedures which must include an
independent technical review. Solicitation packages are not provided.
