Write a draft Steller's Eider recovery plan. In July 1997, the U.S. Fish and Wildlife Service listed the Alaska-breeding population of Steller's Eiders as threatened under the Endangered Species Act. After listing a species, the Service must develop a recovery plan that delineates, justifies, and schedules the research and management actions necessary for recovery of the listed species. The chosen contractor shall write this draft plan following standard guidelines. The contractor will be responsible for accumulating all the necessary background information and independently writing a thorough background section that reviews the available information on the species, its biology and status. In formulating recovery goals and tasks, the contractor will receive input from several U.S. Fish and Wildlife employee teams; however, the contractor is expected to provide creativity, insight, and meaningful input to interactions with team members. This solicitation document itself is a request for proposal, and the resultant contract shall be a set aside for a small business.
