Service is soliciting written expressions of interest from construction
firms desiring to be placed on a prequalfied contractors list for
construction of new or expanded postal facilities in the following four
geographical areas: 1) San Francisco Bay Area counties of San
Francisco, Marin, Alameda, Contra Costa, San Mateo, and Santa Clara; 2)
North California and California Central Valley counties (excluding the
above San Francisco Bay Area Counties) which are within the
geographical area administered by the U.S.P.S. Districts of Sacramento,
Oakland, San Francisco, and San Jose which extend from the
California/Oregon border to south of Bakersfield, California, 3)
Southern and central California counties that are within the
geographical area administered by the U.S.P.S. districts of Van Nuys,
Los Angeles, Long Beach, Santa Ana and San Diego, and 4) the State of
Hawaii and U.S. Trust Territories. These facilities are expected to
range in size from approximately 8,000 square feet to 50,000 square
feet, and are categorized as carrier annexes, postal retail facilities,
main post offices or stations. No fixed mechanization is included in
these projects. The estimated construction cost range will not exceed
$5,000,000. Construction contractors for projects with construction
cost in excess of $5,000,000 will be separately prequalified or will
have open-market solicitations. Each project will have a construction
duration of approximately 6 to 12 months. Construction firms interested
in being considered for placement on the prequalified list must submit
prequalification information, including SF's 254 and 255, following a
USPS-furnished prequalification package format. These Prequalification
Statement packages can be obtained at no charge at the above address.
Requests can also be faxed to Grace Batesting at 650/615-7243. Primary
factors that will be evaluated by the contracting officer's staff are:
1) Experience in construction projects of a similar type and size, 2)
References of previous clients on current and past construction
projects of similar type and size, 3) Adequacy of financial resources
including bonding capacity; 4) Current workload in relation to company
resources, and 5) Project management capabilities including staffing.
Secondary factors that will be evaluated include: 1) Safety program,
and 2) Company organization. Firms submitting completed
prequalification packages are encouraged to limit attachments to no
more than 50 pages including photographs of completed projects
demonstrating applicable experience, and to provide labeled tabs for
attachments. No fewer than three of the most highly qualified
construction firms will be placed on the prequalified list for each of
the above four geographical areas. The lists will remain effective for
one year with four 1-year renewal options. The Postal Service reserves
the right to delete from each of the prequalified lists any
construction firm that is no longer deemed to be responsible or
responsive, or is otherwise ineligible. In the event the number of
prequalified construction firms in any of the above four geographical
areas is not sufficient to ensure adequate competition, the Postal
Service reserves the right to prequalify additional construction firms
at any time within the term of this prequalification following
submittal of the above mentioned prequalification statement and
evaluation by the Contracting Officer's staff. Those additional
prequalified firms will then be eligible to receive construction
solicitations for the remaining facilities to be constructed or
expanded. The Postal Service also reserves the right to issue
open-market solicitations for specific construction projects when
determined by the contracting officer to be in the best interest of the
Postal Service, and to add or delete projects from the list of planned
projects. The Postal Service will issue individual project
solicitations to prequalified construction firms. Each solicitation
will request a fixed price proposal. Prequalified contractors will have
the option tosubmit a proposal for one or all projects as they are
solicited. Awards of individual construction contracts will be made to
the firm offering the best value to the Postal Service within the
available funding in accordance with the evaluation criteria stated in
individual project solicitations. The Postal Service may award each
construction contract contingent upon USPS approval of individual
project funding. Interested parties will be asked to specify each of
the above four geographical areas for which they wish to be
prequalified. Prequalification submittals will not be returned. Firms
are encouraged to send submittals via U.S. Postal Service First Class,
