70 -- UPGRADE CURRENT COMVERSE COMPUTER SYSTEM SOL W67K2S80470504 POC Diane N. Johnson 801-595-2312 The Utah Army National Guard intends to upgrade their current Comverse Computer System from 80 to 102 users. The upgrade is to be awarded sole source from Comverse Informedia, of Woodbury, New York. This procurement is to be awarded sole source based upon compatibility requirements in that Comverse software is an older system with the technology being unique and not compatible with any other software. The hardware uses proprietary analog to digital cards that are not compatibe with cards from other companies. The audio is not stored as files accessible to other systems but must be played back through Comverse's system. In addition, the audio is compressed using a proprietary sideband compression algorithm that can only be decoded by the Comverse system. The Governmement intends to acquire the commercial item using FAR Part 12. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested companies have seven (7) calendar days from the publication of this synopsis to submit in writing to the identified point of contact with their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the seven (7) calendar days or without the required information shall be considered as nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed effort in a full and open competitive basis, is based upon responses to this notice and is solely within the discretion of the Government.
