84 -- CAREER LENGTH ISSUE "782 GEAR" SOL SP0100-98-R-4039 POC Renee Martin (215) 737-2497 or Mark Twardziak (215) 737-5643 SYNOPSIS The Clothing & Textiles Directorate of the Defense Supply Center Philadelphia (DSCP) has joined the Marine Corps (MC) in their Precision Logistics Program and will be soliciting proposals to provide the Marine Corps with Career Length Issue "782 Gear" under a prime vendor program. The thirty five (35) items comprising "782 Gear" are: Field Pack Medium Body Armor, Fragmentation Vest Pocket Ammunition Vest, Tactical Load Bearing (TLB) Bag, Clothing Belts, Individual Equipment Carrier, Entrenching Tool (E-Tool) Suspenders, Individual Case, Small Arms Ammunition Mat, Sleeping Cup, Water Canteen Cover, Water Canteen Canteen, Water, 1 Quart Stand, Canteen Cup Helmet, Ground Troops Cover, Helmet, Camouflage Gloves, Mens and Womens, Intermediate Cold/Wet Inserts, Glove Intermediate Cold/ Wet Holster, Pistol Entrenching Tool Pole, Section, Tent Pin, Tent Line, Tent Shelter Half, Tent Cap, Knit First Aid Kit Parka, Extended Cold Weather Clothing System (ECWCS) Trousers, Extended Cold Weather Clothing System (ECWCS) Drawers, Extended Cold Weather Clothing System (ECWCS) Undershirt, Extended Cold Weather Clothing System (ECWCS) Modular Sleep System and System Components Poncho, Wet Weather Liner, Wet Weather Poncho Parka, Wet Weather Trousers, Wet Weather The Prime Vendor shall be responsible for supply and maintaining the items shown above either as a kit or for individual replenishment. In addition, the Prime Vendor is responsible to : issue gear in designated time frames using First In -- First Out inventory methods; receive and transmit various transactions via EDI ANSI X12; refurbish and repair designated items to serviceable condition; design and furnish a carrying case for the gear kit; provide for surge requirements for up to 2,000 kits; maintain a system that provides DSPC and Marine Corps with required reports; and provide a toll free number accessible from worldwide locations for 24 hour, 7 days per week, customer support. The solicitation will be issued on an Unrestricted basis and will result in a firm fixed price, modified Requirements type contract. The contract period will be one 2-year base period plus two 18-month term option periods. The Prime Vendor will be responsible for effecting all contractual arrangements with manufacturers, including the mandatory sources of the National Industries for the Blind [NIB], the National Industries for the Severely Handicapped [NISH], and the Federal Prison Industries. Exceptions to this are items which have been determined to be in long supply at Defense Depots. These items will be acquired by the vendor from DSCP. The Prime Vendor shall accept and fill orders beginning not later than 120 days following award of a contract. The acquisition will utilize the Tradeoff Process, formerly referred to as Best Value Source Selection, to allow the Government the flexibility to select a source whose proposal demonstrates the greatest probability of successful performance. Both technical and price proposals are required at the time of solicitation closing. Technical merit is more important than price. Evaluation factors in descending order of importance are: Past Performance Distribution Plan Distribution System Product Availability Plan for Insuring Product Quality Surge Capability Electronic Data Interchange System Management Plan Socioeconomic Considerations DLA Mentoring Business Agreements Program Product Demonstration Models (PDMs) will be required for 20 of the 35 items being acquired under this acquisition and the carrying case being proposed by the offeror. These PDMs will be required following the establishment of a Competitive Range at the time negotiations are opened.
