91 -- PROVIDE CONTRACTOR-OWNED TANKS AND SUPPLY PROPANE AS NEEDED SOL DAAC89-98-T-0131 DUE 040398 POC Cheryl Henwood (435)833-2608 WEB: none, none. E-MAIL: none, none. This is a combined synopsis/solicitation for a commercially available services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued, quotations are being requested and a written solicitation will not be issued. The request for quotation number for this announcement is DAAC89-98-T-0131. This solicitation is a Firm Fixed Price contract and is being issued on an unrestricted basis, utilizing SIC of 5984. The contract period of performance shall be as follows: Base contract period will be from date of award and end on 31 Dec 98. There will be the option of 4 additional years, with the options beginning on 1 Jan 99 ending within a years period upto a total of five years (each option being 1 year period). The contractor shall provide Propane: Purity, Hot Rated, Odarized FED BB-G-110, Type II, bulk Liquid. Deliver FOB destination to Umatilla Chemical Depot, Hermiston, Oregon. Approximately 2 to 3 deliveries of fuel a week depending on temperatures. Tanks are to be kept supplied with propane to keep tanks at operational levels. The contractor shall also supply and install 22 each contractor-owned, 1000 gallon propane tanks, included with 1/2" regulators. Contractor-installed equipment shall remain the property of the contractor and shall be removed upon termination of the contract. Location for the tanks will provided at the time of award. Should an emergency situation arise which could jeopardize the operation of the depot, the contractor may be required to deliver within 24 hours during other than normal duty hours. The contractor shall bid a firm fixed price per gallon (estimated 180,000 gallons per year). The contractor's price shall include but not limited to; all material/labor/equipment that is required at each and every filling of tank to comply with applicable regulations, specification and normal good practices. Also all applicable federal, state and local taxes. Tank sizes requested indicate product capacity of the tank. The government shall be billed only for the actual amount gas delivered to each tank. The contract shall include any cost for each propane tank under this one line item that will provide under this contract. The contractor's price shall include but not limited; all material/labor/equipment to deliver/removal FOB destination to the locations specified (including time required to comply with security requirements listed below, unloading, set-up, and ready for operation. The government may require up to 15 additional tanks be made available during the contract period, at the price indicated in the bid schedule. Normal working days at Umatilla Chemical Activity, Hermiston, Oregon will be Monday thru Thursday 0630 thru 1700 except on national legal holidays. The contractor shall comply with security regulations imposed by the installation commander where work is to be preformed. The contract shall begin delivering tanks and propane on the first day of the contract award by unloading at site, install and hook up to existing power facilities, and ready for operation. All tanks required shall be in place and operating by the 20th day after the contract award date. If the contractor's equipment replaces equipment already in use, the exchange of equipment shall be accomplished without interruption of propane supply to the using activity. and in full operation with the succeeding contractor so as to avoid interruption of propane supply.The clins for each option yearwill be identical to the CLINs for the base year except numberingwill be changed accordingly. The quantities listed in the bid schedule are estimated only and does not constitute a minimum maximum quantity for this item.The quantities listed are estimates used to evaluate the bids for thiscontract. If the government's requirements for these items set forthin the bid schedule do not result in orders in the amount described estimates, the event shall not constitute the basis for an equitable price adjustment.
