indefinite delivery/indefinite quantity minor structural/civil design,
and related services, procured under the Brooks Act and FAR Part 36,
for architect-engineer services. The services will be provided for the
General Services Administration, National Capital Region (NCR) under
solicitation No. GS11P98EGD0007. The services to be provided include
structural/civil engineering design and related services for studies,
surveys, and design. The contract will include architectural, with
historic preservation, mechanical/electrical, elevators, cost
estimating, fire and life safety, asbestos removal design, handicapped
facilities, studies as appropriate to design, feasibility studies,
engineering surveys/reports. The contract will also include the
services of a corrosion consultant, certified roofing consultants, and
a registered fire protection engineer. Services may include
preparation of reports, preparation of contract documents including
design, provision of post construction contract award services (PCCS),
review of shop drawings and may also require construction inspection
services. Services will be rendered on an as-required basis for
projects that are subject to changes, additions, and deletions at the
direction of the Government at various buildings within NCR. The team
disciplines shall include: structural, civil, architectural, with
historic preservation, mechanical and electrical. The following
specialists are required: elevator, asbestos, life and fire safety
registered engineer, estimator, corrosion consultant, certified roofing
consultant. The Government will not indemnify the A/E against liability
arising out of work involving asbestos or other hazardous material. All
standards will be done in the System International (SI) metric system
of measurement. The duration of the contract shall be for a base period
and two option periods estimated at $750,000 for each period, for
estimated total of $2,250,000 over period of three years. More than one
contract may be awarded. The boundaries of the NCR consists of the
District of Columbia, Montgomery and Prince Georges Counties in
Maryland; Arlington, Fairfax, Prince William and Loudoun Counties in
Virginia and the Cities of Alexandria, Falls Church and Fairfax in
Virginia. The evaluation criteria for selection are as follows: I.
PROFESSIONAL QUALIFICATIONS AND CAPACITY: A. Demonstrate that the
proposed team members and consultants meet the technical qualifications
specified through the submittal of resumes. B. Demonstrate that the
firm has sufficient staff and technical resources to undertake this
contract. C. Describe the management controls in place to ensure the
adequate performance of this contract. D. Address the firm's knowledge
of general and specific conditions regulating design and construction
in the NCR; such as, familiarity with National Capital Planning
Commission, etc. II. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE:
A. Demonstrate that the firm and proposed team members and consultants
have experience in structural/civil design and related services. B.
Demonstrate that the firm and proposed team members and consultants
have experience in the design and review of new construction and
renovation projects. C. Demonstrate the experience of the proposed team
members and consultants, in working together on similar projects. D.
Demonstrate experiences in use of metric unit measures and CADD. III.
PAST PERFORMANCE: Provide a list of at least the last three, but no
more than the last five, contracts for similar work. Include on the
list the name of the client, an individual's name and the telephone
number. If possible, include at least one federal agency client.
SAMPLES: Submit two project samples including drawings, specifications,
final cost estimate, and summary of project scope/objectives, and name,
address and phone number of the client. The drawing of one project
example must be in metric unit of measure. Firms should respond by
submitting a completed SF254, dated not later than six months prior to
the date of this synopsis, for the firm, consultants, and joint
ventures. Firms must also submit SF255. Firms must separately address
the evaluation factors and relate where information can be found in the
submittal package relevant to each factor. The submittal package should
be forwarded by a cover letter that references the solicitation number.
The submittal should be bound in 8-1/2"X11" format, the total submittal
shall not exceed eighty (80) pages, exclusive of the projects sample.
Submittals will be accepted only from firms located with the boundaries
of the NCR. Submissions shall be made to: General Services
Administration, 7th & D Streets, SW, Bid Room 1065, Washington, DC
20407 by 3:30 p.m. local time. The following must be on the outside of
the envelope: 1) Solicitation title/number, 2) Due date, and 3)
Closing time. Late submissions are subject to FAR provision 52.215-1.
This procurement shall be set-aside exclusively for small businesses.
Firms must indicate steps to fulfill and implement this requirement. In
block 8 on the SF254 specify only current W-2 payroll personnel of each
firm and those proposed for the NCR local office. Contract employees
shall be indicated in block 6 of the SF255 as consultants. Include in
block 10 on SF255 information on any computer design capabilities.
Specify in block 4 on each SF254 whether the firm is (a) small business
concern (including its affiliates) write an average annual receipts for
the last three (3) fiscal years not in excess of $2.5 million dollars;
(b) small disadvantaged business or (c) woman owned business. Small
and disadvantaged firms are encouraged to participate as prime
contractors or as members of joint-ventures with other small
