Solicitation F49642-98-R0050 previously published in the CBD on 12 Mar 98 and changed by Amendments 0001 and 0002, on 16 Mar 98 and 20 Mar 98, respectively, is hereby further amended. Amendment 0003 is issued to the above combined synopsis/solicitation for the procurement and installation of equipment for two multi-media conference rooms in building 1535 at Andrews Air Force Base, Maryland. A written amendment, SF 30, will not be issued. This amendment (1) makes changes to the combined synopsis/solicitation, (2) makes changes to Attachment 2, Schedule B, and Attachment 3, the SOO, to reflect the change in the VTC requirement, (3) updates Attachment 5, the Source List, and (4) provides potential offerors with the questions and answers that resulted from the site visit held on 25 Mar 98. (1) The synopsis/solicitation is hereby changed to correct the discrepancy in the SIC Code between the synposis/solicitation and Attachment 1, the SF 1449. The SIC Code is hereby changed to 3651. (2) Attachment 2, Schedule B, is hereby changed to incorporate an optional CLIN for VTC in Conference Room AA302. The Optional CLIN reads as follows: "Optional CLIN -- This CLIN will be exercised at the discretion of the Contracting Officer. The Contracting Officer's Decision will be made at time of award. The period of performance for the entire project, including Optional CLIN 0003, remains as 4 weeks. CLIN 0003: The contractor shall provide all equipment, labor, tools and materials necessary for the purchase and installation of a Picture Tel 2000 Video Teleconferencing System in Conference Room AA302, Bldg 1535, Andrews AFB MD." The SOO, paragraph 2.1.2, the third sentence is changed to read as follows: Conference Room AA302 must be VTC compatible. Contingent upon the availability of funds, the Government reserves the right to require VTC capability in this conference room. Offerors should account for this cost in CLIN 0003 (Optional) in Attachment 2, Schedule B. The Government will decide whether to exercise this CLIN at timeof award. The date of the SOO is changed to read 27 Mar 98. (3) Attachment 5 is hereby updated to include all interested offerors as of 27 Mar 98. (4) The following questions were submitted by interested offerors and are presented here for general information. Question 1: Does the Government currently have VTC capability? If so, can you provide a list and description of all current equipment? Answer 1: Yes. Picture Tel 2000. Question 2: How many Desktop computers is the contractor expected to deliver? Does each of these computers utilize a 21" SVGA monitor per paragraph 2.1.5? Answer 2: As many as are required to run the installed systems. The projection rooms require 2 each 21 inch SVGA monitors (one in each room). Question 3: What is the current wiring configuration for "classified and unclassified LAN access? Answer 3: Category 5, Twisted Pair. Question 4: Does the Government expect the contractor to equip the conference rooms with "telephone and STU-III hook-ups in the main portion of the conference rooms and regular telephones in the projection rooms or will these be government -furnished and installed items? Answer 4: No, the conference rooms are wired (e.g. installed) with analog lines for STU-III telephones and regular lines for digital phones; however, the projection rooms will be wired with digital lines for regular telephones by the 89th Communications Group, Andrews AFB MD. Question 5: The RFP states that "Conference room lighting must be able to be adjusted to a multitude of different settings from either of the two touch panels." Is the lighting equipment currently located in these rooms adjustable? If additional lighting is required, will it be the contractor's responsibility or will this be Government furnished and installed equipment? Answer 5: No, if additional lighting is required, the contractor shall decide what additional lighting is required and provide system requirements to HQ AFOSI. Question 6: Can the Government please define what it considers to be "contract wide customer support"? Answer 6: Toll-Free 24 hour/7 day a week Help-Desk Support with qualified technicians. Question 7: Can the Government please define what it considers to be "support to new and existing customer information and support centers"? Answer 7: Toll-Free 24 hour/7 day a week Help-Desk Support with qualified technicians. Question 8: Is the Government going to issue a DD 254? Answer 8: No, the computers will have removable hard drives to process classified information which will have no impact on the projection equipment. Question 9: Can the Government provide a complete list and detailed descriptions of all current Government Furnished Equipment and systems, to include all audio/visual, LAN, CATV and VTC systems and any other equipment/systems associated with both conference rooms? Answer 9: See the RFP and Amendment 0002. Question 10: Can the Government provide ceiling heights for both conference rooms and associated projection rooms? Answer 10: Yes, the ceiling heights for both conference rooms are approximately 8 feet. Additional note: Command Conference Room B301 located on the 3rd Floor B Wing has the following dimensions (Length) 23'7" by (Width) 19'10" (a total of 487 square feet). The rear projection room (B301C) has a width of 8'8" (a total of 172 square feet). The Executive Conference Room AA 302 (Conference Room A) has the following dimensions: (Length) 33'11" by (width) 24" (a total of 813 square feet). (See attachments 3 and 4). Question 11: Are the ceilings in both conference rooms and projection rooms "air plenum". Answer 11: No. Question 12: Can cable be run "in the open" in these ceilings? Answer 12: No, ceilings have existing cable trays in or adjacent to the projection rooms. Question 13: Does the Government require a specific 3-D modeling software? Answer 13: HQ AFOSI requires that the Video Teleconferencing System must not only function and interfere with MS Office 97 -- Windows 95, but also support all current and future Microsoft Office -- Windows software upgrades as well as other types of software capable of processing three dimensional imagery. Question 14: Where is the electric breaker panel? Answer 14: Electric breaker panels for the conference rooms are located outside and next to room AA302 and located outside and approximately 30 feet across from Room B301A. Question 15: Are the drop-down screens already motorized and if they are, are they low voltage or regular 110? Answer 15: Yes, HQ AFOSI will provide the drop-down screens with a voltage rate of 110 volts. Question 16: How many windows are there and what are the dimensions? Answer 16: Conference Room AA302 has 6 windows in one frame with a combined dimension of 117" x 80". The projection room has a double window (2 each) with a combined dimension of 117" x 80". Conference Room B301A has 2 windows. Each window has a dimension of 57" x 62". The projection room has 1 window with a dimension of 57" x 62". Question 17: The computer has a 6.4 GB hard drive; should there be a removable hard drive and additional one provided? Answer 17: Yes. 2 removable hard drives. Question 18: For the Local Area Network (LAN) connections, will a fiber connection or crypto gear be used? Answer 18: See Question and Answer 3. Question 19: Will VTC be used in both classified and unclassified presentations? Answer 19: Yes. See Question and Answer 8. Question 20: Will the unclassified phone lines and LAN connection be required to go through a disconnect for isolation? Answer 20: Normally not, STU-IIIs have an internal disconnect, but the AFOSI LAN is protected by a firewall. All other telephones that are not STU-IIIs will have "Unhook Tap Capability" (disconnect for isolation, no speaker phone and no hands-free mike capability). Question 21: What finish will the furniture in the conference rooms have? Answer 21: Furniture in the Command Conference Room, B301, located on the 3rd Floor B Wing will have furniture that is made of a "Traditional Walnut". The Executive Conference Room AA302 will have furniture with a "Cherry Finish". AMENDMENT ACKNOWLEDGEMENT: Proposals must acknowledge receipt of this amendment by letter before the hour and date specified in the synopsis/solicitation. The hour and date for receipt of proposals have not changed. Except as provided herein, all other terms and conditions of F49642-98-R0050 remain unchanged and in full force and effect.
