The services consist of safety analysis, and risk and vulnerability assessments of weapons and related systems including preliminary hazard analysis, system hazards analysis, fault tree analysis, failure analysis, operating and support analysis, etc. This effort is anticipated to require approximately 40 man years of effort per year. Technical expertise is required in the development of system safety program plans, identification of analysis and test requirements with specific emphasis on software systems safety and overall management of system safety programs. The Contractor's facility must be within two (2) hours of the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia and Arlington, Virginia (via surface transportation) in order to be responsive for attendance at meetings, pick-up/delivery of materials and or witnessing test events. The contractor's facility must be cleared at the SECRET level for handling/storage of documentation. All individuals except those in the Junior and Entry Level Engineer/Analyst must have a confidential clearance. At least one person in either the Program Manager or Senior Scientist/Engineer categories must be authorized for Critical Nuclear Weapons Design Information (CNWDI). The period of performance is five (5) years. All responsible sources may submit an offer which will be considered.
