The Naval Air Warfare Center, Training Systems Division (NAWCTSD) has a requirement for Contractor Operation and Maintenance of Simulators (COMS) and Supply Support at Marine Corps Base, Camp Lejeune, NC; Marine Corps Air Station, Cherry Point, NC; Marine Corps Reserve Center, Marietta, GA; Marine Corp Recruit Depot, Parris Island, SC; and Marine Security Forces, Guantanamo Bay Naval Base, Cuba. The contractor will also be responsible for receipt, repair/maintenance and return shipment of specified USMC Reserve site simulators. The SIC Code for this acquisition is 8711, Engineering Services: Military and Aerospace Equipment and Military Weapons. Devices include, but are not limited to, the following: Remoted Target System (RETS) Ranges, Infantry Platoon Battle Course (IPBC), Multi-Purpose Training Ranges (MPTR), Multi-Purpose Range Complex (MPRC); Combined Arms Staff Trainer (CAST); Precision Gunnery Target System (PGTS); Portable Infantry Target System (PITS); Weapons Impact Scoring Set (WISS); Universal Maintenance Trainer (UMTS); Trainer Set Fire Observation (TSFO); Light Armored Vehicle Turret Trainer (LAV-25); Light Armored Vehicle Full Crew Interactive Simulation Trainer (LAV-FIST); and Improved Moving Target Simulator (IMTS). The contractor shall provide all labor, materials, consumables, equipment, tools and test equipment, and transportation necessary to maintain the training systems and equipment in a fully operational condition. Simulator Operators shall be provided for specified devices. Support for devices at Marine Corps Reserve Center, Marietta, GA will commence approximately 2 years after the start of this COMS contract. The anticipated COMS contract will be a FFP service contract awarded on a low-price, technically acceptable basis. Initial award will be for a 30 day Phase-In period beginning 1 Dec 98 and 1 year of COMS support beginning 1 Jan 99. Additional options in increments of 12 months or less will be available for a total contract period not to exceed 60 months. This contract is a follow-on to COMS contract N61339-94-C-0065. A Pre-Proposal Conference followed by a site visit will be conducted at Camp Lejeune, NC on 2 Jun 98. Visits to other sites may be scheduled if required. See Section L of the RFP for Pre-Proposal Conference/ Site Visit details. The RFP and any subsequent amendments/information will be provided via electronic means only.
