V -- This is a competitive procurement to establish blanket purchase agreements (BPA's) for the rental of automobiles necessary for U.S. Office of Personnel Management (OPM) Voting Rights exercises. This combined synopsis/solicitation is prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12. The solicitation number is OPM-RFQ-98-00586JCB and is issued as a Request For Quotations (RFQ). This solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-3 to the FAR. No addenda apply to these Provisions and Clauses. Incorporated by reference are FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representation and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions-Commercial Items Required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The Standard Industrial Classification (SIC)code is 7514, with a small business size standard of $18.5 Million. Both large and small businesses may submit proposals. The contractor(s) shall provide rental cars for Federal employees that are involved in performing assignments under the Office of Personnel Management's (OPM) Voting Rights Program. Period of performance will be from date of award through September 30, 1998, with options to extend the term for 4 additional years. Interested respondents to this solicitation should provide a written proposal which provides the terms and conditions they propose for cars leased under any resultant blanket purchase agreement and the pricing they propose for the first year and four option years. Prices proposed should be equal to or less than those charged individual Federal Government travellers. Respondents to this solicitation should indicate in their proposal their plans to meet the following criteria. 1. Contractor(s) must be able to provide up to 50 vehicles usually given 2-3 days notice but occasionally, within 1 day notice. Vehicles will be mid-size cars, with an occasional need for full size cars. Sport cars and convertibles are not acceptable. If rental is "Off-Terminal", it must be accessible by timely and clearly marked shuttle bus service or such other service, from clearly defined locations in the airport and not be more than 20 minutes transportation time from the airport. Hours of operation should be included for each location. Reservations will be made in each employee's name by OPM personnel authorized to make reservations. Confirmation numbers will be issued at the time of reservation. Vehicles will be ready for dispatch and the rental agreements will be completed and ready for the renter's signature upon arrival at the rental location. The renter will provide a valid driver's license. Persons authorized to drive the vehicle include the renter and the renter's fellow employees while acting within the scope of their employment. Vehicles will be returned to the same location unless specific arrangements have been agreed to by OPM and the company. 3. Companies responding to this solicitation should provide their rates for both mid size and full size vehicles for the base period (Date of award through September 30, 1998) as well as for each of the four option years. Rates should include unlimited mileage, loss/collision damage waiver, and all airport access fees. State or local surcharges that apply to the rental car industry as a whole, sales taxes, and refueling charges should not be included in the rate. Renters will not accept nor be assessed for any additional insurance or taxes at the time vehicles are picked up. The company will notify the renter that in the event of an accident or if a vehicle is disabled, the renter should immediately notify the company and request a replacement vehicle, as well as obtain instructions for disposition of the disabled vehicle. OPM renters will not be responsible for loss or damage to the vehicle. 4. The company will assign an account number to the OPM and phone number to call for purposes of making reservations. Billing will be by direct bill to an American Express Corporate Government Travel Account number which will be provided at the time reservations are made. This information will be included in master reservation records to prevent any deviation of this arrangement. OPM will determine which companies to establish BPA's with based primarily upon an evaluation of the offeror's ability to meet the requirements of this solicitation as well as their past performance in providing similar services and secondarily, on their proposed car rental rates. Multiple awards are anticipated from this solicitation. This RFQ closes at 3:00 PM, April 10, 1998. Proposals received after this date and time will not be accepted.
