The contractor shall furnish all plant, labor, equipment, materials, transportation, services, and incidentals necessary to perform all work in accordance with the specifications, schedule and drawings for the Simplified Acquisition of Base Engineering Requirements (SABER) at Goodfellow AFB, TX 76908-4705. Work is to be performed in accordance with the Construction Specification Institute (C.S.I.) SABER specifications and the scope of work specified in individual Delivery Orders issued against the contract. The contractor shall perform functions specified in the contract Delivery Orders for the unit price sum specified in the SABER Unit Price Book (UPB) Vol. III. The UPB costs are derived from the current R.S. Means Facilities Construction Cost Data. Unit prices will be localized for San Angelo, Texas by application of the Means City Cost Index factors as contained in the current R.S. MEANS Facilities Construction Cost Data. This is accomplished by using the Bare Costs Total (material, equipment, and labor, not to include overhead or profit) multiplied by the materials and installation city cost index percentages, as applicable, for each division for San Angelo, Texas, multiplied times the coefficient submitted and accepted by the successful offeror. This solicitation is set aside for Small Disadvantaged certified 8(a) Businesses located in the state of Texas. The estimating software, utilizing R.S. Means Facilities Construction Cost Data, will be Construction Data Control, Inc. (CDCI). Only the software/UPB will be furnished by the government and provided to the contractor. The SIC code for this acquisition is 1542. Offers from all responsive, responsible 8(a) businesses in the state of Texas will be considered. This acquisition is the Basic period plus four, one year, option periods. The basic year will begin from time of award until 31 Mar 99. The contract minimum is $25,000. The contract maximum is estimated at $2 Million per contract period, totaling a maximum of $10 Million. The magnitude of this project is between $5,000,000 and $10,000,000.
