COMMERCE BUSINESS DAILY ISSUE OF APRIL 2,1998 PSA#2065Dahlgren Division, Naval Surface Warfare Center, 17320 Dahlgren Road,
Dahlgren, VA 22448-5100 66 -- DOPPLER PROCESSOR VME BOARD SOL N00178-98-Q-0163 DUE 042198 POC
Laurie Campbell, SD18 540-653-4902 E-MAIL: Naval Surface Warfare
Center, Dahlgren Division, lmcampb@nswc.navy.mil. The Government
intends to purchase on a sole source basis Acromatics Model 515 Doppler
Processor VME Boards (3 each) which are manufactured by Acromatics. The
Government requires these Doppler Processor VME Boards to be able to
plug into and become a part of Acromatics 2220V telemetry data
processor (TDP) which are used in the Navy's MK75 MOD 1 shipboard
telemetry receiving system. The Doppler Processor VME Boards for the
2220V TDP requires access to Acroamatics proprietary firmware and
software information. The following specifications apply: Doppler Video
Processing Module: This module shall be a 6U, single width VME card
which plugs in to and is controller by an Acroamatics 2220V Telemetry
Data Processor. The module shall accept Doppler video data in two
forms, analog and digital. The module shall process the Doppler data
using Fast Fourier Transforms (FFT) display the resulting frequency
information on an Astromed MT9502 chart recorder via an IEEE-488
interface bus. Analog Doppler Video: The Doppler processing module
shall accept analog doppler video in two forms; baseband doppler and
translated doppler. The module shall accept baseband doppler in the
frequency range of 10 Khz to 210 Khz. The module shall accept
translated doppler in the frequency range of 210 Khz to 350 Khz. The
capability to downconvert translated doppler by 200 Khz shall be
provided. Analog doppler shall be converted to a digital word format
with a minimum resolution of 8 bits and shall be sampled at a rate
sufficient to recover complete frequency spectral information from 10
Khz to 210 Khz. Digital Doppler Video: The doppler video processor
shall also accept digitized doppler video which is embedded within a
PCM stream. The doppler processor shall accept embedded digital doppler
words which are between 1 and 16 bits in length. The user shall be able
to define the location of the doppler words within a frame. The
processor shall accept doppler words which are located anywhere within
the frame. The doppler processor shall accomodate digitized doppler
which is sampled at rates up to 600 Kwords/second. Dynamic Word Length
Change: The doppler video processor shall be capable of accommodating
dynamic changes in word length and associated frame location for
embedded digital doppler. A word length/location change shall be
signified by a known value change of a doppler video mode parameter
also embedded within the PCM stream. Doppler Video Processing: The
doppler video processor shall convert input doppler data in the time
domain to processed output doppler data in the frequency domain using
a Fast Fourier Transform (FFT) process. The processor shall be capable
of performing this process on either analog doppler or digital
doppler. Frequency Resolution: The doppler processor shall be capable
of performing user selectable FFT sizes of 128, 256, 512 or 1024 data
samples in flight mode. Data Display: The doppler processor shall be
capable of displaying processed data to an Astromed MT9502 chart
recorder. Processed doppler video information shall be displayed to the
Astromed MT9502 Chart Recorder in a frequency versus time format using
shades of grey. Shades of grey shall be generated using a half toning
scheme with each shade of grey being generated from a minimum 4 by 5
matrix of dots on the chart recorder. Darker shades of gray shall
indicate higher doppler amplitudes. The user shall be able to select
whether the grey scale is represented using a logarithmic or linear
scale. The horizontal axis on the chart recorder shall represent
frequency with the highest frequency being located on the right side of
the recorder. The vertical axis shall represent time. The doppler
display shall "scroll" vertically. Auxiliary Function Display: The
doppler video processor shall have the capability to display up to 4
additional parameters from the telemetry stream along with the doppler
display. Display of auxiliary functions shall be time correlated with
processed doppler display. Time Bars: The doppler processor shall be
able to insert time bars into the display at user specified intervals.
Real doppler video processor shall ingest either analog or doppler
input data in real time, FFT process the data and display the processed
data to the chart recorder at a rate of a at least ten 512 point
spectral lines per second. The doppler processor shall also provide the
capability to archive doppler data, IRIG time and the auxiliary
functions required in paragraph 3.5.3.3 to a removable hard disk during
the real time display process. The removable hard disk shall be
included as part of the doppler processor and shall provide a minimum
of 500 megabytes of storage. Post Test Display Mode: In the post test
display mode, digitized doppler, auxiliary functions and IRIG time
shall be recovered from a disk file which was previously archived in
the real time display mode. The archived doppler data shall be FFT
processed and displayed on the chart recorder with user definable time
resolutions as small as 500 microseconds per spectral line. The user
shall be able to select an IRIG time window for which archived doppler
data is to be processed and displayed. Award is to be made under
Simplified Acquisition Procedures. All responsible sources shall
provide manufacturer's specifications with their fax quote which shall
be considered by Naval Surface Warfare Center, 17320 Dahlgren Road,
Dahlgren Division, Dahlgren, VA 22448-5100. Telephone is 540-653-4902.
Fax number is 540-653-6812. Attn: Laurie Campbell, Code SD18. THE
GOVERNMENT SHALL NOT ISSUE A WRITTEN QUOTE AS ALL ITEMS ARE IDENTIFIED
IN THIS CBD NOTICE. This procurement will be awarded on an ALL OR NONE
BASIS. All items will be shipped to FOB Destination to the Naval
Surface Warfare Center, Dahlgren, Virginia 22448. Closing date is 21
April 1998. Anticipated award by 28 April 1998 with delivery by 01 July
1998. (0089) Loren Data Corp. http://www.ld.com (SYN# 0335 19980402\66-0002.SOL)
