commercial items, prepared in accordance with the format in FAR 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation and a separate
written solicitation will not be issued. This solicitation, No.
NCI-RFQ-80114-NE will include all applicable provisions and clauses in
effect through FAR FAC 97-04. The acquisition is being made in
accordance with the test program for using simplified procedures for
certain commercial items authorized in FAR 13.6. The solicitation is
set-aside for small businesses. The Standard Industrial Classification
Code is 3826 and the business size standard is 500 employees.
Background: The Radiation Biology Branch, National Cancer Institute, is
developing a Radiofrequency (RF) pulsed Electron Paramagnetic Resonance
Spectrometer/imager in order to perform non-invasive physiologic
imaging of tissues of intact biologic objects. Current studies have
provided the proof of principle in animal models. The next step is to
scale the studies up to perform similar experiments on larger objects
in the scale, at least, of the human head. Since the requirements of RF
power increase significantly with object size, the input RF pulse power
to the object must be amplified to at least 1000 watts. This is
important in the detection and imaging of free radicals and physiology
in larger objects. The pulse widths in EPR experiments are in 10-50
nanoseconds to achieve the desired spectral bandwidth (20-100 MHz).
Unlike in NMR experiments, the spectral range of EPR experiments is
higher. The frequency range of the EPR imaging experiments is in the
range of 100 MHz to 1000 MHz in a single band operation. Therefore, an
instantaneous frequency response of the amplification in this
frequency range is required. Furthermore, the amplification of the
input signal must be distortion (harmonic) free and be biased in the
linear range of the amplifier in order for the experiment to be free of
artifacts associated with pulse amplification. In addition, the pulses
have to be amplified to the desired level with rise times in the order
a nanosecond. Since the pulse widths are in 10 ns range, rise times in
the order of 1 ns are required. Similar requirements in the fall times
are desired as well to ensure the amplification of square wave form.
Requirement: The National Cancer Institute is soliciting quotations for
pulse power amplifier equipment to meet the foregoing program need. The
equipment must meet the following specific requirements: 1) Maximum
output power: 1000 Watts 2) Frequency Response: 100 MHz to 1000 MHz;
single band operation. 3) Class of operation: Class A bias condition 4)
Input and output impedance: 50 Ohms 5) Modulation: 100% in pulse, AM
and FM 6) Control: Front panel and remote 7) Monitoring: Forward and
reflected power 8) Gain Control: To be provided in front panel 9)
Maximum input: 0 dBm 10) Cooling: Forced air cooling required 11) Rise
Time/FallTime: 1 -2 nanoseconds 12) Annunciation: Continuous
monitoring and identification of fault circuits or modules. The
equipment shall have a minimum warranty period of one (1) year,
including parts and labor. Delivery shall be made F.O.B Destination,
inside delivery, no later than 90 days after receipt of order Offerors
must provide descriptive literature, warranties, and/or other
materials that demonstrate that their offer meets the foregoing
requirements. The contract will be awarded to the responsible offeror
with the lowest-price offer that fully meets the requirements of the
solicitation. This solicitation incorporates the provisions at FAR
52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS, and at FAR
52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL
ITEMS. The latter provision includes the DUNS Number Addendum. The
resulting contract will incorporate the requirements of the clause at
FAR 52.212-4, CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS, and
the requirements contained in paragraphs (a) and (d) of the clause at
FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT
STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS -- DEVIATION FOR
SIMPLIFIED ACQUISITIONS. The contract will also incorporate the
following FAR clauses cited in paragraphs (b) and (c) of the latter
clause: FAR 52.222-26, EQUAL OPPORTUNITY; FAR 52.222-35, AFFIRMATIVE
ACTION FOR SPECIAL DISABLED AND VIETNAM ERA VETERANS; FAR 52.222-36,
AFFIRMATIVE ACTION FOR HANDICAPPED WORKERS; FAR 52.222.37, EMPLOYMENT
REPORTS ON SPECIAL DISABLED VETERANS AND VETERANS OF VIETNAM ERA; and
FAR 52.225-3, BUY AMERICAN ACT -- SUPPLIES. Offers are due 30 days
after the publication date of this notice at 5:00 p.m. EST. Facsimile
submission is not authorized. Offers must be in writing and should be
submitted as follows: (1) one original and two copies of a completed SF
18 or SF 1449, signed by an individual authorized to bind the
organization; (2) a Schedule of Offered Supplies/Services containing
pricing for the system being offered, published price lists (if

descriptive literature indicating that the offer meets the stated
