COMMERCE BUSINESS DAILY ISSUE OF APRIL 2,1998 PSA#2065Commander, Naval Air Warfare Center Weapons Division, Code 210000D, 1
Administration Circle, China Lake, CA 93555-6100 66 -- DATA ACQUISITION SYSTEM SOL N68936-98-R-0082 POC Derrick Hu,
Contract Specialist, (760) 939-9655 The Naval Air Warfare Center,
Weapons Division, China Lake, CA intends to procure on a competitive
basis one (1) Data Acquisition System (DAS) using FAR Part 12,
commercial items procedures. The Data Acquisition System (DAS) consists
of six portable data recorders, each capable of digitizing, recording,
displaying and analyzing multiple channels of analog and digital data.
Each data recorder shall consist of plug-in data modules that allow the
recorder to be configured for high or medium speed operation (as
defined below), or a combination of both. Each recorder must be capable
of stand-alone, independent operation. Multiple recorders must be
capable of operating together as a single system controlled by a single
recorder. This system will be used to acquire data from live fire
testing of modern aircraft and weapons systems. These are destructive
tests of very high cost prototype hardware. The data acquisition system
used for these tests must be extremely reliable and versatile. This
testing is conducted at multiple test sites and the DAS recorders will
be transported frequently. Each recorder must therefore be housed in
a single, rugged enclosure to minimize subsystem cabling and maximize
reliability. The recorders that comprise this system will, at various
times, be used individually or in groups. Except for the high and
medium speed module performance differences described below, they must
be functionally identical so that any single recorder could replace
any other recorder or be used in a group that is controlled by any
single recorder. To define the minimum requirements, a specific data
recorder and data module architecture has been defined. The actual
architecture may be different, as long as all functional requirements
of this document are met. The assumed architecture is: Data recorders
capable of holding 4 data modules. Medium speed data modules containing
8 analog input channels, 8 digital input channels, 1 counter/timer
channel, timebase, trigger circuitry and hard disk data memory. High
speed data modules containing 4 analog input channels, timebase,
trigger circuitry, hard disk data memory and transient data memory. The
system shall consist of 6 data recorders. Total system capability shall
include: 16 medium speed data modules providing a total of 128 medium
speed analog input data channels, and 8 high speed data modules
providing a total of 32 high speed analog input data channels. Requests
for a copy of the solicitation should be submitted in writing to
