Request for Information on Non-Developmental Item ISDN Local Subscriber
Loop Radios. The Project Manager, Commercial Communications Technology
Laboratory (C2TL) SPO, in connection with the Project Manager, Joint
Tactical Area Communications Systems seeks source, availability, and
estimated cost information regarding technical solutions to provide
Wireless Subscriber Loop Radio (SLR) ISDN service, also know as
Wireless ISDN (WISDN) SLR. Such a system must address equipment and
interface needs from the ISDN Gateway source through the transmitting
antenna and all components in between such as conversion devices,
modems, computer controllers, RF devices, antenna masts and antennas to
the remote user destination. Such a system must be ruggedized, mobile
and have nominal full duplex send and receive ranges in excess of 30
km. Radio systems would be procured for the purpose of meeting
potential Mobile Subscriber Equipment (MSE), Radio Access Point (RAP),
and Warfighter Information Network (WIN) Proof of Concept Switch
(POCS) evolving requirements. Both systems envision use of an ISDN
Gateway attached to an Asynchronous Transfer Mode (ATM) switch. The
desired goal is data transmission at ISDN bandwidths up to fractional
T1/E1 throughput of up to 2 Mbps. This scaleable subscriber radio link
supports the evolving requirement of extending multimedia ISDN
services from the Brigade and Battalion Command Post down to the
company and below level utilizing the WIN POC and RAP. This system
should include the ability to communicate with a minimum of four remote
units and a maximum of twelve remote units at ISDN or better
bandwidths. The equipment should fit into current deployed MSE shelters
and have a rapid set up time to meet mobility requirements. In addition
the system should have inherent resistance to interference and jamming.

name, performance characteristics, estimated lead-time from contract
award to availability for transportation, and estimated cost. In
addition, responses must provide country of equipment origin,
manufacturer, and development status (i.e. NDI, prototype, in
production, fully developed but not in production). Responses must also
indicate whether the equipment or a variant is in current use by a
foreign military organization or foreign government. All foreign
organizations using the equipment or a variant must be listed. Deadline
