Officer (202) 307-0954 The Federal Bureau of Prisons (BOP) seeks to
negotiate a requirements contract for Architect/Engineer (A&E) services
to provide environmental support for the acquisition, design,
construction, management, and disposal of real property assets. This
contract will consist of a two-year base with three (3) options to
renew. A major component of this work involves the investigation of
potential sites for construction of new federal prison facilities and
sites at existing facilities or institutions to be converted for
correctional use. In addition to site investigations, services shall
include environmental analyses and reports to meet the requirements of
the National Environmental Policy Act, as amended, and the National
Historic Preservation Act. Also, services may include work to assist
the BOP to comply with requirements set forth under CERCLA, RCRA,
Federal Facility Compliance Act 1992, Clean Water Act, Clean Air Act,
National Pollution Discharge Elimination System and any other
regulations that effect Federal land or facilities. This may also
involve identifying and acquiring required building and operating
permits. Potential sites may be located anywhere in the United States
or its possessions. Services will be required at multiple sites
simultaneously and may be required with short deadlines. Services will
be required to conduct and prepare preliminary and detailed site
investigations; Environmental Assessments; Draft and Final
Environmental Impact Statements; cultural resource surveys; ecological
or endangered species surveys; biological assessments; environmental
audits; environmental site assessments; and incidental engineering
analyses, such as hydrological and geotechnical studies and analyses of
water and sewer systems. Additional property related services to be
required will be the preparation of boundary and topographic surveys,
housing availability studies, appraisals, title opinions, etc.
Selection of a contractor will be based on consideration of the
following criteria: FIRM'S CAPACITY, CAPABILITY AND MANAGEMENT PLAN
(25%): Size and make-up of the firm and consultants; personnel, by
discipline, available for the categories of services required; and any
relevant equipment, procedures, systems or techniques available to
provide these services. QUALIFICATIONS AND EXPERIENCE OF STAFF (35%):
PAST EXPERIENCE WITH CORRECTIONAL FACILITIES IS MANDATORY. Key
personnel of the firm and consultants proposed to lead in the provision
of the categories of services required-professional qualifications and
relevant experience, individually and as a team; and the team's
organizational and management approach and plan to provide services of
this type; experience by the firm and consultants by the proposed key
personnel of the firm and consultants, including: relevant experience
with projects of comparable size and complexity; relevant experience
with a program of national scope; experience and performance
demonstrated by description of recent services required; experience
relevant to the major categories of services required. PREVIOUS
EXPERIENCE AND PERFORMANCE (35%); Interested parties are advised past
performance and experience will be significant factors in the
evaluation process; and QUALITY OF PRESENTATION (5%): The conciseness,
clarity and completeness of the firm's submittal. Services will be
provided primarily to FBOP personnel located in Washington, DC and
consideration will therefore be limited to firms or joint ventures,
including major consultants, having an existing active office located
with Washington, DC, or the surrounding counties of Arlington,
Alexandria and Fairfax counties in Virginia; Montgomery and Prince
Georges counties in Maryland. The firm and major architectural or
engineering consultants must be licensed to practice their respective
professions. The firm/joint venture awarded the contract for these
services and their major consultant will not be eligible to compete for
other A&E or Construction Management Contracts for the BOP while this
contract is in force. This restriction may also apply to any
subcontractors doing business under this contract for the selected
firm/joint venture. Responses shall be made by the completion and
submittal of Standard Form, SF 254 and SF 255, and pertinent
supplemental data. The data must be concise and address the specific
criteria. NOTE: The successful offeror will be required to submit a
subcontracting plan for this procurement regarding the utilization of
small, small disadvantaged, and small, women-owned businesses. The plan
will be incorporated into and made a material part of the contract. A
minimum of 20% of the A/E firm's total available subcontracting dollars
must be performed by small business concerns. The 20% requirement
includes the following: (a) a minimum of 10% of the proposed total
subcontracting dollars shall be performed by small disadvantaged
businesses and/or small women owned small business concerns, and (b) a
minimum of 5% of the proposed subcontracting dollars shall be
performed by small disadvantaged businesses. All small business
(regardless of socioeconomic status) must meet the definitions cited in
FAR Part 19. Total available subcontracting dollars are defined as work
other than that performed by the lead A/E firm's forces. Submittals
shall be mailed to the Federal Bureau of Prisons. Construction
