FEBRUARY 1998. THIS REPEAT PROVIDES UPDATED INFORMATION ON WHEN AND HOW
THE DRAFT RFP WILL BE RELEASED AND WHEN A DNMSS -- G CONFERENCE WILL BE
HELD. The Defense Information Systems Agency (DISA)/Defense Information
Technology Contracting Organization (DITCO) will issue a draft Request
for Proposal (RFP) for industry review and comment for Defense
Information Systems Network Network Management Support Services --
Global (DNMSS -- G) on or about 1 April 1998. The draft RFP will be
posted on the World Wide Web at http://www.ditco.disa.mil under DITCO
News on the DITCO Home Page. THE GOVERNMENT DOES NOT INTEND TO AWARD A
CONTRACT ON THE BASIS OF THE DRAFT RFP OR TO OTHERWISE PAY FOR
INFORMATION RECEIVED IN RESPONSE TO THE DRAFT RFP. The draft RFP
defines the requirements, services, and functions necessary to provide
voice and data network management engineering, installation,
operations and maintenance services on a global basis. Services to be
contracted for include, but are not limited to: engineering, software
and hardware development, installation, implementation, operations and
maintenance to assist the Department of Defense and its Services and
Agencies in the management and operations of its global, regional and
post/camp/station network management centers. In addition, other
Federal Government Departments may acquire Network Management Support
Services under this contract through DISA. The current JDIICS
implementation within the DISA Global and Regional Operations and
Security Centers (GOSC/ROSCs) is a set of integrated and federated
tools. The central system of JDIICS is the Integrated Network
Management System (INMS), which utilizes OSI's NetExpert as the core
application. The INMS interfaces with the DISN elements and element
managers (which perform autonomous fault, configuration, accounting,
performance, security (FCAPS) management), and will soon interface with
DIO tools, DII mission applications management tools and the DMC
management tools. The INMS provides the ability to monitor and actively
manage the diverse networks that comprise the DISN from one
multifunction workstation. The INMS does not replace the existing
element management systems (EMS), it augments them by correlating
events and providing integrated management a view of the entire
enterprise. It does this by taking input from elements and/or element
managers, filters that input, and presents a composite picture with
drill down capability to the operator. The network management support
services for DSN, DRSN, DIMSS and INMS will be provided by on-site
support, as ordered, at: DISA-Europe (Patch Barracks, Germany);
DISA-PAC (Wheeler AFB, Hawaii); DISA-Columbus (Columbus, Ohio);
Headquarters DISA (Arlington, VA); Headquarters, Air Force
Communications Command (Scott AFB, IL); and Headquarters, US Army
Signal Command (Ft. Huachuca, AZ). Additional support, as ordered, will
be provided at posts/camps/stations. Network management support
services may consist of, but are not limited to: (a) system
engineering; (b) preparation of technical documentation; (c)data base
management; (d) system integration, transition, cutover and
implementation planning; (e) traffic engineering; (g) data collection
and analysis; (h) definition of system level requirements; (i)
information engineering; (j) analysis of developing concepts; (k)
analysis of alternative hardware and software allocations to systems
requirements; (l) provision of data communications hardware and
software; (m) definition of systems interfaces; (n) development of new
concepts to satisfy operational needs; (o) planning and completion of
system testing and evaluation through the development cycle; (p)
validation of site preparation plans; (q) performance of rapid
prototyping; (r) analysis and performance of risk analyses; (s)
performance of hardware, software, and system maintenance; (t)
performance of network management systems installation; (u) provision
of network security services; and (v) application of ADIMSS, RADIMSS
and INMS to DOD requirements. DISA has an ongoing need for a integrated
network management and systems engineering support contractor
possessing considering depth in providing network management support
services for DOD CONUS and OCONUS locations. The successful offeror
will be tasked to provide varying levels of support to DISA and DOD's
overall network management and related functions which are comprised
of: applications and operating systems maintenance, modification and
modernization; computer operations; administrative network
communications operations and software maintenance; implementation,
acceptance, testing, user training support. Other typical tasks will be
in support of: (a) prototyping; (b) proof of concept demonstrations;
(c) system planning; (d) system development; (e) system conversion; (f)
hardware/software installation and integration; (g) local/wide area
network (LAN/WAN) design, engineering, and installation; (h) operations
security planning and implementation; (i) communication network
analysis, design, and implementation; (j) technology update and
insertion; (k) application of artificial intelligence, advanced
intelligence network features; (l) technical documentation; (m)
certification and accreditation documentation on classified system
installations; (n) facilities management, operations and maintenance
support of existing and new systems; (o) network control and operation;
and (p) system transition and extension to worldwide locations. The
contractor will supply, as ordered, all necessary qualified personnel,
supervision, management, materials, and equipment in support of this
mission for DOD requirements. A reading room with related reference
material will be opened to coincide with the release date of the draft
RFP at DISA/D312 located at 11440 North Isaac Newton Square, Reston,
VA 20190-5006. The reading room will be AVAILABLE BY APPOINTMENT ONLY
from 8:00 a.m. to 11:30 a.m. and 1:00 p.m. to 4:30 p.m., Monday through
Friday, excluding Government holidays. Contact Master Sergeant Raymond

for the contractor's use in the reading room a 110V outlet. The
Government will not furnish copiers, faxes, telephones, or paper for
contractor use. A DNMSS -- G conference is being scheduled for Friday,
24 April 1998 from 1300 until 1700. The conference will be held at the
Arlington Hall Conference Center, Army National Guard Headquarters
located at 111 South George Mason Drive, Arlington VA 22204-1382.
