National Recreation Area, San Francisco, CA, (NPS) has identified a
requirement to procure services from one or more qualified facilities
based interexchange carrier(s)("IEC")for long distance telephone
services which include comprehensive intra-lata, interlata, domestic,
and international interexchange services for redistribution by the NPS
for use by non-Federal government Park Partners in the supplied areas
primarily located at the Presidio of San Francisco. All areas of the
Golden Gate NRA, including, but not limited to Fort Baker, Fort
Cronkhite, Fort Barry, Fort Mason, and Fort Point shall be included in
the serviced areas. It is anticipated that contract award will be for
a base period of 1-year and two (2) 1-year options, exercisable at the
sole discretion of Golden Gate NRA and subject to the availability of
funds. The stated purpose of this contract is to acquire long distance
telephone services, including all off-site supporting resources
including staffing, equipment, circuits, trunklines, and materials
necessary to provide uninterrupted long distance telephone services to
the National Park Service's Presidio telecommunications system
("Presidio Telecom") for use by non-Federal government Park Partners
including commercial and residential consumers of telecommunications
services. The following are minimum qualifications for consideration
for award, failure to demonstrate compliance with all these minimum
requirements shall disqualify the proposal from further consideration
for award: (1) Demonstration of California Public Utilities Commission
("CPUC") certification as a facilities based IEC for long distance
services; (2) Demonstration of capability to provide connectivity
between the Presidio of San Francisco and all locations throughout the
United States, North America, and the world, consistent with the North
American Dialing Plan; (3) Demonstration of capability to (a) meet
short lead times for installing and providing contract requirements;
(b) meet the rates objectives stated in the solicitation; and (4)
Demonstration of a minimum five years experience each for key personnel
with managing, operating, and maintaining long distance telephone
services for a CPUC certificated IEC. Proposals which fully conform to
the minimum qualifications listed above will be further evaluated
subject to the following significant evaluation factors and significant
sub-factors as listed below. Numerical designation is used for
organization, the listed Evaluation Factors are of equal importance:
(1) Demonstration of specialized and recent experience with supplying
long distance services similar in scope and technical requirements; (2)
Demonstration of successful past performance in the delivery of long
distance services to non-government commercial and residential users in
terms of customer service, quality of engineering and maintenance
support, and in conformance with the performance standards, service
response times and restoral times set forth in this solicitation; (3)
Demonstration of capability to provide long distance services at
competitive market rates; (4) Demonstration of financial capability to
maintain and continuously supply long distance services throughout the
contract term, (5) Demonstration of capability to provide comprehensive
installation and maintenance support services including: (a) Lucent
certified switching system engineer staff with a minimum of three years
experience with the AT&T/Lucent 5ESS version 9.2 switching system, and
(b) Lucent certified switching system technician staff with a minimum
of two years experience and certification for the AT&T/Lucent 5ESS
version 9.2 switching system; (6) Demonstration of capability to
provide installation, programming, and billing rates tape support
services for the NPS's Presidio Telecom billing system including the
Advanced Communications Package ("ACP") and Telecommunications Resource
Management System ("TeRMS") software package with the TMS-5 software
package upgrade and right-to-use software including Tuxedo Transaction
Processing Equipment, Infomix Online DBMS, and SQRIBE Technology SQR3
operating system software; and (7) Location of an existing point of
presence and operations center within 100 miles of the Presidio Telecom
MPOE at Building 67, Presidio of San Francisco. The applicable code is
8744. This solicitation is an unrestricted procurement inviting full
and open competition. The National Park Service, Golden Gate NRA,
welcomes and encourages the participation of small, small
disadvantaged, and women-owned business concerns in this acquisition
