WPAFB intends to solicit proposals and award a contract that will require a contractor to provide safety education classes to Air Force and Foreign Officers. The classes are: (1) USAF FLIGHT SAFETY OFFICER COURSE the purpose of which is to provide students with a working knowledge of aircraft mishap prevention and aircraft mishap investigation procedures, policies and techniques. The course shall be 5 weeks in length with a minimum of 169 hours of instruction. (2) INTERNATIONAL FLIGHT SAFETY OFFICER COURSE the purpose is to provide students with working knowledge of aircraft mishap prevention, techniques. The course will be 10 weeks in duration with a minimum of 300 hours of instruction. (3) AIR NATIONAL GUARD (ANG) AIRCRAFT MISHAP PREVENTION COURSE the purpose of this course is to provide ANG commanders and staff officers knowledge of mishap prevention techniques that have proven to be successful in achieving improved mission effectiveness and efficiency. The course will require 2 weeks in length with 62 hours of instruction. All classes will be conducted on Kirtland AFB NM in Government furnished facilities. The contract will be a base year and two option years. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
