The Army has limited capital for the development and operation of facilities at YPG and the Army, as owner of YPG, wants to consider other uses of YPG's assets compatible with the mission of YPG. A contract will be awarded to the offeror(s) whose proposal is rated the best value. The contract will initiate a period of due diligence during which a Business Plan will be negotiated for the development of these assets.
