USDA, Agricultural Research Service, Midwest Area, National Center for
Agricultural Utilization Research (NCAUR), Peoria, IL has the
requirement to place a Philips X-Ray Liffractometer and accessories
under maintenance for the period May 1, 1998 through April 30, 1999.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. Solicitation No.
5114-8-0001 is being issued as a Request for Quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. Standard
Industrial Classification Code 3844 with a corresponding size standard
of 500 employees applies to qualify as a small business. Maintenance
is to include the following: Full Service Agreement: Includes
labor,travel, living expense, and major part's coverage. Consumable
parts are not included in this contract. Consumable parts include:
x-ray tubes, filaments, detectors (excluding flow proportional), sample
holders, sample changer trays or magazines, crystals and flow counter
windows. Accessories and thirty party items are not covered unless
specified below. Service: The above agreement plan includes unlimited
emergency visits during regular business hours to meet published
performance specifications for service other than operator function,
damage by third party, acts of nature, etc. The above plan includes two
routine Preventive Maintenance Service calls during regular business
hours. These agreements apply only to standard configurations. The
contractor shall replace all parts for the operation of the
instrumentation except for the consumable parts identified above.
Movement of the system is not covered under this Maintenance Agreement.
Relocation of equipment without written approval and supervision will
automatically void the contract. Contractor is to identify "after
hours" labor rates to be charged in the event of other than normal
business hour service requirements. All parts shall be warranted for a
minimum of 30 days from invoice date. Alignments: If required, one
alignment a year is to be covered under this agreement unless it is
determined to be caused by a system malfunction. Additional alignment
coverage will be quoted for upon request. The service will not include
electrical or mechanical work external to the instrument or other
attachments not manufactured by Philips. Repair or damage resulting
from accident, neglect, misuse, electrical power, external water
failure, or air conditioning failure is not a part of this contract.
Invoices will be processed no more frequently than quarterly and
payment is subject to the Prompt Payment Act. All prices proposed for
this maintenance contract are tax exempt. The equipment to be covered
under this maintenance contract is as follows: CLIN 0001 PW1830 Philips
Generator, Serial Number DY964, 4 Quarters; CLIN 0002 Philips
Tubeshield PW1316/92, Serial Number DY964.1, 4 Quarters; CLIN 0003
Philips Vertical Goniometer, Serial Number DY1046, 4 Quarters; CLIN
0004 Philips Electronics, PW1710, Serial Number DY1860, 4 Quarters.
Normal Business Hours are 8:30 a.m. through 5:00 p.m., Monday thru
Friday. The equipment is located and will be worked on at the National
Center for Agricultural Utilization Research, Peoria, IL. The
contractor shall propose unit prices for each piece of equipment. The
contractor must provide evidence showing that they have the necessary
training and expertise to work on this Philips equipment to include
references and equipment currently under contracted maintenance, dollar
amount, and a point of contact at that location. FAR 52.212-1,

Commercial Items apply to this acquisition. Quotations will be
evaluated on price, past performance, and proof of experience with this
kind of equipment. Offer must include a 30 calendar day acceptance
period. Offers are to be received Not Later than the Close of Business,
April 15, 1998 at USDA-ARS-MWA, Contracting Office, 1815 N. University
