commercial items. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The Treasury Department, Financial Management Service (FMS),
has a requirement for the upgrade of an existing access control system,
upgrade of an existing closed circuit video system, and the purchase of
a digital imaging system for the production of identification badges.
Quotations are due by 4:00pm EST, April 20, 1998 at the following
location: U.S. Department of the Treasury, Financial Management
Service, 401 14th Street, SW, Room 457B, Washington, DC, 20227,
Attention: Ross Dence. Vendors shall submit firm-fixed pricing
(including all labor) for each and every one of the following CLIN
Items: CLIN 0001__ __ ____ -- Security System Upgrade of Access Control
System and Software; CLIN 0002__ __ __&llmdash;_ -- Closed Circuit
Video System; and CLIN 0003__ __ ____ -- Digital Imaging System for the
Production of ID Badges. ACCESS CONTROL SYSTEM AND SOFTWARE: The
Chicago Financial Center (CFC), located at 536 South Clark Street,
Chicago Il. 60605, requires an electronic card access system that
provides a history of all valid and non valid attempts to enter FMS
facilities in both hard copy and magnetic media. The access system must
provide a complete tracking of all employees entering or exiting the
CFC and restricted high security areas. The current system, Casi Rusco
System 1600, is not Year 2000 (Y2K) compatible. FMS requires the
upgrade or replacement of the current Access Control System to be Y2K
compatible including the replacement of Wiegand Swipe Card technology
to Proximity Card Readers. CLOSED CIRCUIT VIDEO SYSTEM (CCTV): The CFC
requires the installation of a CCTV system. The system shall provide
visual coverage of allsensitive areas inside the CFC. The CCTV system
shall have recording capabilities of all 16 currently installed
cameras. The upgrade of the current Closed Circuit Video System shall
give the CFC the capability to view and record all 16 cameras
simultaneously. DIGITAL IMAGING SYSTEM FOR THE PRODUCTION OF ID BADGES:
The CFC requires that each CFC employee be issued an ID badge. The
badge officially authorizes admittance to FMS facilities after the
badge is properly recognized by a card reader as provided by the Access
Control System. All identification badges shall incorporate Proximity
technology. SCOPE: The contractor shall furnish all supervision, labor
and equipment to complete the upgrades. The installation must allow
for the re-use of all existing card reader cabling, electronic locking
devices, the existing color monitor and Time Lapse video recorder. The
contractor shall supply all hardware and software to necessary to
complete the installation. All deliverables must be compatible with
other systems installed throughout the CFC. The contractor shall
provide the initial setup of all deliverables. The contractor shall
provide all documentation and manuals associated with the system
including all hardware and software. The contractor shall provide
training for two CFC employees. ADDITIONAL GENERAL INFORMATION:
Potential offerors may tour the CFC facility to review existing
equipment and cabling (Contact Ross Dence on 202 874-6788 to arrange a
tour). It is not necessary to supply the specific products mentioned,
but any product must be compatible with Lenel Onguard Plus Integrated
Multimedia Security System, Kodak CCD4000 RGB Flash Sync Camera and
Huges Proximity Readers and Access Badges. During system upgrade, the
security of the center shall not be compromised. It may be necessary to
perform all work during off hours, weekends or evenings. DESCRIPTION OF
DELIVERABLE PRODUCTS: Upgrade of the existing access control system
software (Casi Rusco System 1600) that is not Y2K compatible with Casi
Rusco Windows95 base Secure Perfect System or compatible. All access
control systems software must be Y2K compatible. Supply, configure and
install a computer to support the new software. Replace existing
Wiegand Swipe style card readers with Proximity card Readers. Supply
150 Proximity Cards. Provide and install a color video multiplexor that
will be capable of displaying up to 16 color cameras on a single color
video display monitor during either video recording or playback and an
initial supply of 25 VHS video tapes. Provide and base configure (5
custom design badge styles) a digital video imaging system, enough
material to produce 300 digital identification badges, a color camera,
thermal dye sublimation direct PVC printer and all other equipment to
produce color identification badges. Provide training of all provided
equipment and software for two (2) CFC employees. Provide all
documentation associated with all of the provided hardware and
software. All needed cabling shall be run in conduit. SCHEDULE FOR
PERFORMANCE AND DELIVERY SCHEDULE: A kickoff meeting shall take place
on a date mutually agreed upon date by the COTR and the Contractor but
in no event later than 15 working days following the date of the
contract. Work shall begin within 30 days after the kickoff meeting and
shall be completed within 15 days of the start date. The CFC will have
30 working days to evaluate the deliverables. If deficiencies are
found, the contractor will be notified and shall have 2 hours to
respond and correct the deficiencies. GOVERNMENT FURNISHED
PROPERTY/MATERIAL: The government will provide any existing equipment
and material presently installed at the CFC that can be used with the
new equipment including existing card reader cabling, electronic
locking devices, the existing color monitor and Time Lapse video
recorder, and any existing floor plans and schematics of the current
system. CONTRACTOR FURNISHED MATERIAL: The contractor shall provide all
personnel, equipment, supplies and material necessary to perform the
requirements of this solicitation. All materials, equipment and
documentation as a results of this statement of work shall become the
property of the Government. The proposal will be evaluated in
accordance with applicable acquisition policies, procedures, and this
RFQ. Award will be made to that responsible offeror, whose offer,
conforming to this RFQ, is considered most advantageous (best value) to
the Government, considering all of the Evaluation Criteria. The
following factors will be used to evaluate offers: 1) Price; and 2)
Technical Approach. In determining which proposals offer the best value
or advantage to the Government overall, technical merit will be equal
to price. Vendors should note that: (1) The degree of importance of
price as an evaluation factor will increase with the degree of equality
in the technical merits of the proposals. Between acceptable proposals
with a significant difference in technical rating, a determination
will be made as to whether the additional technical merit or benefits
reflected by a higher priced proposal warrants payment of the
additional price. (2) The offeror's responsibility for award, as
defined in FAR 9.104-1. (3) The Government may award a contract on the
basis of initial offers received, without discussions. Therefore, each
initial offer shall contain the offeror's best terms from a price and
