Warfare Center Weapons Division, China Lake, CA is issuing a
solicitation for a five year, Cost Plus Award Fee contract. The period
of performance includes a phase-in period, a three year base period,
two one-year option periods, and an option for a phase-out period. It
is anticipated that the base period of performance will commence in
November 1999. The solicitation will be issued as part of an OMB A-76
cost comparison study. The requirement is to provide all management,
administration, supervision, labor, materials, supplies, and tools to
provide for the operation, maintenance, improvement, modification and
management of all range systems to include various threat systems and
radars, associated range test support systems and subsystems,
equipment, and test sites at the Electronic Combat Range and Superior
Valley Bombing and Gunnery Range for test and evaluation support
services for Naval Air Warfare Center-Weapons Division at China Lake,
CA. Requirement will provide the capability to develop, operate,
maintain and continuously improve a free-space laboratory that provides
engineering support, testing (Developmental Test and Evaluation),
analyses, training and electronic warfare resources. These electronic
warfare resources include a full complement of actual and replicated
sea and land-based threat systems, command and control systems,
sophisticated instrumentation systems, weapon fly-out models, and
unmanned air vehicle runways and hangar. These resources support all
types of electronic combat testing (radar warning receivers,
anti-radiation missiles, chaff and decoys, UAVs, open-air
hardware-in-the-loop, and countermeasures effectiveness), training
tactics development, dynamic radar cross-section measurements, and
Special Forces training. The Superior Valley Range provides tactical
and training targets and accomodations for the aerial delivery of
conventional training ordnance. Based upon the results of the cost
comparison, the Government may elect to award a contract or to retain
the function in-house. In the event the function is contracted out, the
successful offeror must possess the ability to obtain a TOP SECRET
clearance. This requirement will be a competitive small business
set-aside. The Government will provide use of facilities and special
