and Technology (NIST) has a basic requirement for the acquisition of
design and construction services (design-build) for the removal,
repair, and replacement of various roofing systems for Building 1 at
the U.S. Department of Commerce in Boulder, CO. The NIST also has
optional requirements for these same services for Buildings 2 and 8 at
the same location. The magnitude of this requirement, inclusive of
options, is between $1,000,000 and $5,000,000. This is an occupied
research and development facility which will require detailed schedules
in advance of any construction. Work includes all labor, materials,
documentation and other requirements to design and build the
replacement of existing built up roofing (BUR) systems (the BUR is
assumed to contain asbestos) with polyurethane foam (PUF) roofing
systems and repair existing PUF roofing systems. The purpose of this
project is to provide code compliant PUF roofing systems. The design
shall include civil, architectural,structural, electrical, and
mechanical services as necessary to provide complete analysis of
existing facilities and site to determine requirements for installation
of the new roofing systems, demolition of the existing roofing systems,
and the repair of existing PUF roofing systems. All work under this
project, including as-built drawings, shall be produced using dual
dimensions (english and metric). It is estimated that all design work
will be submitted and approved no later than February 15, 1999, and
construction is estimated to be completed no later than July 1, 1999,
inclusive of options. Due to weather concerns, construction will not be
allowed between November 15, 1998 and March 1, 1999. Contract award
will be made on the basis of best value to the Government with past
performance, experience, personnel qualifications, and price factors
considered. This procurement is 100% set-aside for small business (SIC
Code 1761, Size Standard $7.0 million). See Numbered Note 1. All
responsible small business sources may submit a proposal which will be
considered by the agency. Closing date for receipt of proposals is
