It is anticipated that Award will be made utilizing a Firm Fixed Price Delivery Order to an existing Basic Ordering Agreement (BOA) DAAJ09-95-G-0014. This is a sole source requirement to Bell Helicopter Textron, Inc., Fort Worth, TX 76101, Commercial and Government Entity (CAGE) Code 97499. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. Justification for other than full and open competition is FAR 6.302-1, Only One Source or Only a Limited Number of Responsible Sources, is applicable to this proposed procurement. The proposed contract is for a Flight Safety Part (FSP) for an Engineering Testing Item. This part can only be broken out to sources that have demonstrated the necessary inspection/test equipment and manufacturing technology. Sources must be approved prior to being awarded a contract for this item. Full screening has been completed which concluded that Competition cannot be improved at this time because of the data. Data is controlled by the source(s) identified. No telephone request will be accepted. Firms that can accomplish the above requirement are encouraged to identify themselves in writing to the Contracting Officer.
