Cooney, x251 E-MAIL: Contact PCO or CS via email, ldiedric@tapo.eustis.army.mil. DESCRIPTION: MH-47D/E Infrared (IR) Engine Exhaust Suppressor. This requirement will be a full and open competition, unrestricted to either large or small U.S. firms. The Standard Industrial Classification (SIC) Code is 3724 and the business size standard is 1,000 employees. Inspection, acceptance and FOB Point will be at Origin. Proposals will be requested for the development, prototyping, ground and flight testing of an IR engine exhaust suppressor prototype for mounting on the T55-L-714 and T55-GA-714A engines of the MH-47D and MH-47E Special Operations Aircraft. A Statement of Objectives and Contract Data Requirements List (CDRL) listing will be provided with the Request for Proposal. Offerors will be required to base their Statement of Work, Work Breakdown Structure, Schedule and Contract Data Requirements List on this objective statement. The system shall be compatible with the MH-47D/E airframe and engine, shall significantly reduce the engine IR signature at a minimum power penalty and should require minimal aircraft modification for installation. System Capabilities and Characteristics/ Minimum Requirements/ Objectives are as follows. Broadside (+/- 30 degrees azimuth, +40/-45 degrees elevation) IR Signature Reduction (from aircraft baseline)/*/*; 3. Aft (+/- 30 degrees azimuth, +40/-45 degrees elevation) IR Signature Reduction (from aircraft baseline)/*/*; 4. Suppressor effect on engine power/Less than 3% reduction/Less than 1% reduction; 5. Equivalent Flat Plate Drag /Less than 8 square feet/Less than 4 square feet; 6. Aircraft Airspeed Limits/Not less than 165 Knots Indicated Airspeed (KIAS) Velocity Not to Exceed (VNE) Limit/Current 170 KIAS Limitation; 7. Mean Time Between Failure (MTBF)/700 hrs/1000 hrs; 8. Transportability/C5A/B and C17 Transportable within 9 hours/8 hours (adds no time to present loadout requirement); 9. Electrical Power Requirements/Aircraft Power (28 VDC, 115 VAC)/None; 10. Night vision goggle compatible/Yes/Same; 11. Climatic Design (not related to operating temperature, i.e., exhaust)/IAW MH-47E Prime Item Development Specification (PIDS), para 3.2.8-3.2.9/Same; 12. Safety Conformation/Use IAW MIL-STD- 882-C/Same. *These data are classified and will be released at the pre-Request for Proposal conference addressed below. The period of performance for this development effort is anticipated to be 18 months. Award of a subsequent, stand alone contract to the selected offeror for production of up to 50 shipsets of these IR Engine Exhaust Suppressors is anticipated. A shipset consists of a left and right IR suppressor and installation and mounting material. In order to allow potential offerors to become familiar with this requirement, a pre-Request for Proposal conference will be held on 5 May 1998 at the Aviation Applied Technology Directorate (AATD) Building #401, Conference Room A, Lee Blvd, Ft. Eustis, Virginia, for purposes of contractor questions and supplying of data, both classified SECRET and unclassified, to those prospective offerors. Government representatives, to include engineers in the Structures, IR Signature and Propulsion arenas, will be present to address any questions posed during this conference. Due to the limited seating, each offeror will be limited to two (2) representatives. Offerors must possess a security clearance not less than Secret to attend this conference and to support the requirement. In order for the Government to prepare a DD Form 254 (Contract Security Specification) for each offeror present, it is requested that each offeror submit his/her representatives' names, Social Security Number (SSN), Date of Birth, Place of Birth, Citizenship, Clearance, Clearance Level Date, and Granting Authority no later than 1200 hours, 13 April 1998 to USSOCOM, AMSAM-AR-Z-A-K, L. Diedrich, Bldg 401, Lee Blvd, Ft. Eustis, VA 23604-5577, 757-878-5223, x240, fax 4199, email ldiedric@tapo.eustis.army.mil. In order for the offeror to be provided classified data, courier authorization, facility clearance, storage capabilities, level of clearance and the CAGE code must also be provided by 13 April 1998. These documents must contain the signature of the offeror's security officer, along with the typewritten name, address and telephone number, to include fax and, if appropriate, email address. Release of the classified documents will be provided via DD Form 3964 after signature by the authorized courier. Unsuccessful offerors or those wishing to withdraw from the procurement will be required to return those classified and unclassified technical documents provided during the pre-RFP conference to the Contracting Office.
