synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) The solicitation number for
response purposes is N66604-98-R-2802 and is issued as a request for
proposals. (iii)The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-4. (iv) This acquisition is restricted as a 100% small business
set-aside. (v) The following is a description of the contract line
items, numbers, item description and quantity the Naval Undersea
Warfare Center Division Newport intends to procure on a firm fixed
price basis: CLIN 0001: 1 each Peerless Pump Model HMS 42 or equal.
Pump shall pump sea water with 1.03 specific gravity and handle 3.5
inch solids. The pump shall produce 30,000 GPM at a discharge head of
30 feet when operating at or below 500 RPM. The pump's net positive
suction head required shall not exceed 20 feet of head at 30,000 GPM.
The shaft shall be a horizontal, solid, single key shaft and shall be
provided with the pump. The shaft shall be rated for 300 nominal bhp at
500 nominal RPM. The shaft shall be positioned upstream (suction side)
of the impeller and be of an open line, pumpage lubricated design. The
packing container shall include an O-ring sealed wear sleeve between
the packing and the stainless steel shaft. The elbow configuration
shall allow for a vertical inlet and horizontal discharge operation.
The elbow shall include internal turning vanes to minimize head loss
through the elbow. The elbow shall be made of 316 stainless steel, with
a 3/8 inch thick wall. Suction and discharge flanges shall be 125 lb
flat face with diameters and drilling conforming to ansi b16.1. Maximum
pump height from the floor mounts to the top of the suction flange
shall not exceed 6.0 feet suction. Maximum suction diameters shall not
exceed 36 inches. Maximum discharge diameters shall not exceed 42
inches. The impeller blades, impeller housing or bowl, elbow, internal
turning vanes, and solid shaft shall be fabricated from 316 stainless
steel. (vii) Delivery: Delivery shall be at the Naval Undersea Warfare
Center, Division Newport, Newport RI, FOB Destination on or before 180
days after award of contract. Inspection: Inspection and acceptance
shall be at the Naval Undersea Warfare Center Division, Newport. viii)
The following Federal Acquisition Regulation (FAR) provisions and
clauses apply to this acquisition. Provision 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. FAR 52.212-2
Evaluation -- Commercial Items, to include the specific evaluation
criteria in paragraph (a): 1) Quality of the equipment and meets or
exceeds minimum specifications; 2) Past Performance, 3)Value based on
price. Offers are to include descriptive literature to demonstrate that
the product proposed meets the criteria identified herein. Proposals
will be evaluated against the characteristics provided as the minimum
requirement herein and determined to be the best value for the
government. Offers shall include a completed copy of the provision at
52.212-3 Offeror Representations and Certifications-Commercial Items
with its offer. The Clause at FAR 52.232-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. The Clause at
52.212-5, Contract Terms and Conditions Required To Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition. The
following clauses are checked: 52.226-26 Equal Opportunity, 52.222-35
Affirmative Action for Disabled Veterans and Veterans of the Viet Nam
Era and 52.222-36 Affirmative Action for Handicapped Workers and
52.222-37 Employment Reports on Disabled Veterans and Veterans of the
Viet Nam Era. Standard Commercial Warranties apply. Offers are due no
later than 2:00 PM, Local Time on 17 April 1998. This procurement is
