separators to treat flows of rinsate consisting of tapwater, and
typical non-emulsified oils, greases and small amounts of sediment from
vehicle and equipment washing facilities, and storm water runoff from
the paved areas of these facilities. Design parameters include: Inlet
flow rate: 100gpm. Influent temperature: 40-150 oF. Specific gravity
range of petroleum products to betreated/separated: 0.68-0.95.
Performance: Maximum influent TPH: 1900mg/l; Maximum TPH discharge in
water effluent: 10mg/l. Physical dimensions: inlet/outlet flange size
:6" dia, 150#, sch 40 FF, bolted flanges. Overall length: less than
12.0ft. Nominal separator diameter: 4.5ft or less. Nominal 1000 gal
capacity, minimum 400 gal oil spill/storage capacity. Other Features:
Hinged manway access covers to oil and sludge chamber to be a minimum
of 24" ID, with extensions to position top of access cover 4" to 6"
above the ground surface, based on inverts of inlet and outlet piping
below ground surface (bgs), dimensions in inches, as follows: Separator
1: Inlet 58" bgs, Outlet 64"bgs; Separator 2 : Inlet 47"bgs, Outlet
53"bgs; Separator 3 : Inlet 18"bgs, Outlet 23"bgs; Separator 4 : Inlet
50"bgs, Outlet 56"bgs; Separators 5 & 6 : Inlet 38" bgs, Outlet 38"
bgs; Separator 7 :Inlet 29" bgs, Outlet 34"bgs. Each separator shall
have an oil level sensor alarm with NEMA IV enclosures, be of double
wall construction with a between wall, interstitial leak detection
sensor, be designed for underground installation. have an external
anticorrosion coating/cathodic protection unless the vendor uses an
external separator structure of fiberglass or other material that is
not subject to corrosion, have 2" IPS vent lines to atmosphere for each
internal chamber where gases or vapors could accumulate. have a 4" IPS
oil pump out line with extension to within 4" to 6" of the ground
surface, have a manufacturers identification plate with model number,
date of manufacture, nominal capacity, and other customary information,
The identification plate shall be fabricated from a durable material
and stamped, engraved or embossed with the required information, and
shall be resistant to degradation from corrosion, and weathering, and
shall be attached to the exterior of the separator or component part at
a location which will be clearly visible after installation without the
need to excavate or enter the separator. Documentation traceable to and
describing the manufacturer's warranties for materials and fabrication
shall be furnished. A copy of the manufacturer's
installation/operation/manual for the model offered shall be provided.
Each separator shall be furnished with a reinforced concrete hold down
pad with attachment hardware and a minimum of two hold down straps
sufficient for securing the unit and resisting the buoyant effect of
groundwater. Further details of the hold down pad and straps, follow.
The hold down pad and strap design shall assume a ground water level of
two feet below the surface of the ground, the hold down strap
attachment hardware shall be of sufficient strength to be used for
attaching lifting hardware to be used during installation and
positioning of the pad in the excavation, and the pad design shall be
examined and approved by a registered professional engineer having the
required knowledge and experience in the design of this component and
its intended use. The manual or separately furnished documentation
shall provide sufficient information to support ordering of any
component part(s) of the unit that may require periodic replacement
including seals, instrumentation, etc. that may be subject to wear or
degradation in service. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. The
request for quotation number is N62678-98-Q-1057. Solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-04 and Defense Acquisition Circular
91-13. The Standard Industrial Classification Code for this procurement
is 3589, 500 employees. The award will be a firm fixed price purchase
order and will be awarded using Simplified Acquisition Procedures.
Quotations are being solicited on a full and open competition basis.

this announcement must provide the information contained in 52.212-1,

manufacturer's literature and an itemized quotation showing each
separately priced system component are required in order to properly
evaluate quotations for award. The Contractor shall extend to the
Government the full coverage of any standard commercial warranty
normally offered in a similar sale, provided such warranty is available
at no additional cost to the government. The offeror should also
provide its Commercial and Government Entity (CAGE) code, Contractor
Establishment code (DUNS Number) and Tax Identification Number. If a
change occurs in this requirement, only those offerors that respond to
this announcement within the required time frame will be provided any
changes/ amendments and considered for future discussions and/or
award. The written quotes and the above required information must be
received at this office on or before 16 April,1998 at 4:00 PM Pacific
