contract shall be for Environmental Engineering and related services.
The Contractor shall perform environmental engineering and related
services at National Park Service facilities, as specified by the
National Park Service. More than one contract may be awarded and the
work shall include, but not be limited to, engineering, biological,
chemical, physical, field, laboratory analysis, design, removal and
restoration activities. Project Information: The key services to be
provided by the Contractor for this project may include, but are not
solely limited to, necessary engineering services including personnel,
field services, laboratory testing, equipment, and related services to
perform Environmental Emergency Response Actions; Site Inspections;
Field Sampling; Laboratory and On-Site Analysis; Natural Resource
Damage Assessment, Planning and Injury Determination; Restoration
Planning and Oversight; Cost Estimating; Dunn & Bradstreet Searches;
EPA-Approved Potential Responsible Party Searches; and
Archiving/Administrative Record Compilation Support. Selection
Criteria: The selection criteria are listed below in descending order
of importance. (1) Recent Specialized Experience and Technical
Competence (including team subcontractors). The work may include and
the firms must demonstrate technical capabilities through past
performance on satisfactorily completed projects, but not be limited to
the types of work identified in the above Description. Do not list more
than ten projects in Block of 8 of the SF-255. Projects listed shall be
either current projects or projects completed within the last ten
years. Indicate which subcontractors (if any) from the proposed team
participated in each of these projects. (2) Professional
Qualifications: Firms must be able to provide organizational charges as
well as partnering and mentoring information. In-house capabilities
will be weighted heavier than subcontracted work in the evaluation
process. Firms must be able to provide Biological/Physical Science
Professionals, Engineering/Technical Professionals, Legal Research,
Paralegal, Videographer/Photographer, Technical Writer, Industrial
Hygienist, Real Estate Appraisers/Title Search, Computer/Database
Specialist, Accounting/Cost Analysis Specialists, and Office/Document
Managers. The Project Managers must have experience managing the types
of projects anticipated for the Federal Government. Firms must have in
place standard operating procedures, such as a health and safety
program, quality control/quality assurance program, an auditing program
for laboratories, etc. List staff to be assigned to this contract
(including subcontractors) and their respective background in the
performance of the types of work identified in the above description.
List only team members who will actually perform work under this
contract. Qualifications should reflect each individual's skills and
abilities in environmental compliance work and his/her potential to
contribute to the successful completion of project task orders. In
Block 4 of the SF-255 (Personnel by Discipline) show the entire
proposed team by listing personnel employed by the prime in the blanks
provided and personnel from subcontractors to the left in parenthesis.
In Block 7 of the SF-255, indicate branch office location of each team
member, including subcontractor personnel. (3) Past Performance: Firms
will be evaluated on past performance on contracts with Governmental
agencies, in terms of cost control, quality of work, regulatory
knowledge, permitting experience, and ability to meet schedules and
deadlines. References and/or recommendations from a maximum of three
clients will be evaluated. Identify and describe fully a minimum of
three examples of project task orders completed successfully within the
last five years as a direct result of the team's efforts. Limit
information to no more three pages. Cite examples of recognition for
technical report writing that is clear, concise, and convincing in
presenting recommendations. List recent awards, commendations and other
performance evaluations received by the team for previous projects
similar to those discussed in the above description. (4) Capacity to
Accomplish the Work in the Required Time: Firms will be evaluated on
their ability to mobilize and respond to multiple assignments at
various locations simultaneously (i.e., the impact of this potential
workload on the firm's permanent staff, anticipated workload during the
contract period, and the firm's history of successfully completing work
in compliance with performance schedules). Indicate the firm's present
workload and the availability of the proposed subcontractors for the
specified contract period. Demonstrate how the prime contractor will
manage and coordinate the work of its staff and its subcontractors to
produce integrated, cost effective solutions to task order assignments.
(5) Geographic Location: Firms will be evaluated on their experience
working at sites located throughout the 48 contiguous United States,
Alaska, Hawaii, and insular possessions and territories. (6) Training:
Firm will be evaluated with regard to their experience and ability to
provide relevant environmental training for NPS and Department of the
Interior personnel. (7) Recovered Materials-Waste Reduction-Energy
Efficiency: Firms will be evaluated on their demonstrated success in
prescribing the use of recovered/recycled material and achieving
pollution prevention/waste reduction and efficient energy use while
performing the types of assignments expected. General Information: The
proposed procurement will result in the award of one or more
fixed-price indefinite quantity contracts. The contract period of
performance shall not exceed a base plus four option years. Work will
be initiated by issuance of Task Orders against the contract. The
successful firm(s) is guaranteed a minimum of $10,000.00 in the base
year, and if option years are exercised, the firm(s) is guaranteed a
minimum of $10,000.00 per option year. The maximum amount awarded to
the firm(s) for the base year and each subsequent option year, if
exercised, is $2,000,000.00. The estimated start date is July 1998. A
small business/small disadvantaged business sub-contracting plan may be
required in accordance with FAR 19.702. The Standard Industry Code
(SIC) for this procurement is 8711. The small business size standard is
$2.5 million annual average gross revenue for the last three fiscal
years. Qualified firms desiring consideration shall submit one copy of
an SF-254, and SF-255 including organization chart of key personnel to
be assigned to this contract, and each subcontractor's current SF-254
to Demetria Brown, USDI/National Park Service (2605) Washington
Administrative Program Center, Office of Contracting, 1849 C Street,
NW, Room 3311, Washington, DC 20240 no later than close of business
(4:00 p.m. local time) 30 days after publication in the Commerce
Business Daily. Additional information will not be solicited,
therefore, failure to submit the aforementioned items will reflect
negatively on the firm's submittal during the evaluation process.
Elaborate brochures or other presentations beyond those sufficient to
present a complete and effective response to this announcement are not
desired. Telegraphic and facsimile SF-254's and SF-255's will not be
accepted. This procurement is open to all business concerns. THIS IS
