Oklahoma City Air Logistics Center (OC-ALC) at Tinker AFB, OK is
seeking proposal(s) from possible teaming partners to compete for the
SA- ALC Propulsion Business Area (PBA) Workload, consisting of
Transition Period (to include but not limited to back shop support for
all PBA workload), Completion of Work in Process (WIP), and Repair
Operations for T-56 and TF-39 Engines and Two-Level Maintenance on T-56
and TF-39 Engines. The SA-ALC PBA Workload RFP is F41608-98-R-0084.
Proposals will be accepted and evaluated on all or any portion of the
above workload. OC-ALC anticipates entering into teaming agreement(s)
with the source(s) selected. In the teaming agreement both parties
agree to exert all reasonable efforts to prepare and submit a proposal
which will result in OC-ALC being selected as prime contractor and the
teaming partner(s) as subcontractor(s) for the specified workload.
Teaming source(s) will be selected competitively and if OC-ALC is
selected as the prime contractor, the teaming partner(s) subcontract(s)
will be issued as a commercial contract under FAR Part 12. Teaming
agreements will be executed between OC-ALC and its selected Teaming
partner(s) memorializaing the cooperation of the parties in connection
with the contemplated submission of a proposal to SA-ALC. The
estimated Period of Performance for the Teaming Workload is in
accordance with the SA-ALC RFP. The evaluation areas for selecting a
teaming partner(s) in descending order of importance are Technical,
Present/Past Performance, and Price. OC-ALC reserves the right to
unilaterally select a teaming partner(s) and establish a teaming
agreement with the source(s) offering the overall best value to the
Government, select a teaming partner(s) without discussions, team on
less than 100% of TF-39 or T-56 workload, or not select a teaming
partner(s) in response to the RFP. Written and oral proposals are
