M -- OPERATION OF GOVERNMENT-OWNED FACILITIES, COMMERCIAL ACTIVITIES (CA) STUDY FOR MNT, RPR, ALTERATIONS, AND OPERATIONS AT THE NAVAL EDUCATION AND TRAINING CTR, (NETC), NEWPORT, RI SOL N62472-98-R-0828 DUE 052098 POC Judith A Mercede, Contract Specialist, 610-595-0635. This is the First of Two Pre-Solicitation Notice involving the comparison of the cost of performing commercial activities by a government organization (Public Works Office, NETC, Newport, RI) and its associated field stations, annexes, reserve centers, and tenant activities) to the cost of performing these services by the private sector. The Department of Navy intends to issue an RFP (Request for Proposal) for this project. This is a cost comparison study which will be conducted in accordance with OMB (Office of Management and Budget) Circular A-76 dated 04 August 1983 (Revised) and the A76 Supplemental Handbook dated 27 March 1996 (Revised). Public work services are currently being performed by Government employees. The scope of work will include the furnishing of all labor, supervision, management efforts, administration, material, mobilization, transportation, equipment, tools, etc., except as specified as Government-furnished, necessary to determine and perform miscellaneous maintenance, repair, and minor construction work at pre-determined unit prices. The facilities, equipment, services, materials, or supplies, which are Government-furnished, will be available for use by the Contractor as stated in the specifications. The work involves providing the NETC Newport, RI with facility and utility infrastructure maintenance, operations and repairs. The scope of the work will include, but it not limited to, all labor, supervision, administration, staffing, equipment, and materials required to operate and maintain all facilities, structures, power and utility systems. The station has approximately 5.3 million square feet of various occupancy space, valued at $1.1 billion dispersed over an area of approximately 1200 acres. The contractor shall be responsible for the following functional areas: Maintenance, repair and alterations of buildings and structures including Public Works support and services, other than family housing. Maintenance, repair, and operations, standing and recurring work at family housing units (interior/exterior), and including architectural, structural, electrical, mechanical and building specialty appliances and equipment, and operation of self-help stores, playgrounds, basketball courts, bulletin boards, and other housing appurtenances. Maintain records, reports, and submittals. Maintenance, maintenance scheduling-including preventative and corrective maintenance, repair, of mechanical, electrical, and steam/hot water distribution systems, water distribution and treatment systems, and Heating, Ventilation and Air Conditioning (HVAC) systems, fire alarms, compressed air, sewage collection and distribution and fuel farms. Collection, disposal, treatment, containment, retention of a Hazardous Materials and Waste including reporting, records, submittal data, incident and spill response in accordance with environmental regulations. Includes sewage, refuse, garbage, debris, litter, solid wastes, dangerous waste, mixed waste, hazardous wastes, industrial wastes, hazardous materials, recyclables, and Toxic Substance Control Act (TSCA) materials/wastes, solids, liquids, gases, and all possible combinations. Maintenance, inspection, repair, operation, tire replacement, weight certification, annual safety inspections, operational checks, recharging, towing, load bearing/load controlling equipment maintenance, and operation of work control center/trouble desk of CESE (Civil Engineering Support Equipment) and MHE (Material Handling Equipment) transporation vehicles and equipment, including dispatching for bus, taxi service, snow removal, trash collection, and street sweeping vehicles and equipment. Maintain vehicle/equipment history jackets, technical manuals, parts, catalogs, and other reference documentation. Provide information Systems Support Programs, software, and databased-Hardware and Networking configurations. Provide electronic transfer of information/data requirement. Provide on-line service and maintain and operate the Government-furnished ADP systems. Continually update and maintain all computer system documention, manuals and update data element dictionaries, system configurations, program listings. Provide all materials, consumables, or expendables, such as printing materials, janitorial supplies, packaging material, office supplies, fuel and motor oil, personal clothing and equipment, tools, equipment, furnishings, not otherwise provided by the Government. Maintain, store, set-up, take-down of ceremonial and PA/Audio equipment. Provide moving services including an assortment of furniture, equipment, supplies, including disassembly, packing, transportation, unloading and reassembly. Establish and implement a Quality Control and Safety Program to interface with the Government's Quality Assurance Program in an effort to mutually resolve and correct non-performed or unsatisfactory work. Establish and implement a warranty program. Ensure all warranty work is identified and proper action taken. Provide and service chemical toilet. Remove waste without spillage. Interior and exterior of units shall beclean, deodorized, sanitary, and odor free, with adequate supplies at all times. Work management, scheduling, inspection, notification, control, and performance or Pest Control services, including maintenance of orchard (trees). Perform and conduct detailed inspections of food service areas, medical labs, etc. Warehouse and control pesticides. Administrative services, operation, records, reports and submittals for Library Services. Maintenance of fuel tanks, tank leak detection, fuel dispensing operation, calibration of fuel pumps and meters, inventory, receive fuel deliveries. Performance of street and parking lot sweeping, snow/ice removal, sanding. Providing pick up, transporting, delivery of bus, taxi, and truck services. Maintain and apply gravel surfaces, roads, shoulders, parking lots, pistol range, and helipad boarders. Paint striping and markings, traffic control, safety markings.
