FOR THE BASE OPERATIONS AND MAINTENANCE SERVICES IN SUPPORT OF
NAWCWPNS SOL N62474-98-R-3110 POC Victoria D. Wintjen, Contracting

sought synopsis seeking potential Small Business, Small Disadvantaged
Business, or Women-owned Small Business firms that have an interest in
submitting a proposal as a prime contractor only. The acquisition will
be conducted in accordance with A-76 regulations. The Naval Air Weapons
Station, China Lake, California is conducting a cost comparison study
of the Construction Maintenance and Utilities Division, for the Base
Operations and Maintenance services in support of NAWCWPNS. The
acquisition will provide for the labor, equipment, materials,
supervision, and management to accomplish the services for maintaining,
operating repairing and altering facilities, equipment, and utilities
infrastructure, as well as, providing range services in support of the
NAWCWPNS mission. Representative tasks are: repair, alteration,
construction and equipment installation for buildings and structures;
operation, maintenance and repair of dynamic equipment; operation,
maintenance and repair of air conditioning, refrigeration, and heating
equipment; maintenance and repair of electrical transmission and
distribution systems; operation, maintenance and repair of heating
plants and distribution systems; operation, maintenance and repair of
water plants and distribution systems; operation, maintenance and
repair of wastewater collection systems; operation, maintenance and
repair of fire protection systems; providing, project estimating,
scheduling and production control services; manning a 24 hours a day,
7 days a week, 365/6 days a year, operational, maintenance, and repair
service trouble desk and dispatching function to provide service call
work; providing range services and other miscellaneous services. The
proposed procurement is to be issued as a combination of a Firm
Fixed-Price and Indefinite Quantity type contract. The contract
duration is for one (1) base year and four (4) option years. All
sources shall be able to have a Top Secret clearance, and be able to
maintain a minimum bonding level of $1,000,000.00 for the IQ portion of
the contract. Interested sources shall provide the following
information regarding their qualifications, capabilities, and
experience: (1) Financial Capability: Provide financial statement
showing capability to handle a contract of up to $20 million a year,
(2) Bonding: Provide maximum bonding capability, (3) Past Performance:
Provide references including contract numbers and point of contacts
and phone numbers for relevant (similar in scope and complexity)
projects performed during the last three years. These may be government
or commercial. (4) Experience: Briefly describe the contracts or
programs that your firm has worked in the last 5 to 7 years that show
experience in performing, and overall management of, similar types of
contracts (similar in scope and complexity) and show the experience of
key managers, (5) Management Structure: Provide your proposed
management structure for this contract with a brief description of the
lines of responsibilities; and (6) Small Business Certification;
Provide a self-certification that you are a small business for this SIC
code and size standard. This information is required in writing and
failure to provide information on any of the criteria above (#1 and #6)
will result in your firm being excluded from further consideration. A
20 page limitation is established. This information must be submitted
no later than close of business April 21, 1998 and may be faxed to
Victoria Wintjen at (760) 939-8567. If adequate interest is not
received from Small Business firms, the solicitation, the acquisition
will be solicited on an "UNRESTRICTED" basis. The solicitation release
date has been suspended pending evaluation of the requested
information. The Standard Industrial Code (SIC) is 8744. The small
business size standard is $20 million. This request for information is
not a commercial solicitation and the Government will not pay for
either any information submitted, nor for any costs associated with
